Amentum is seeking a dynamic Subcontract Administrator to provide cradle-to-grave subcontract support for SOCPAC in Hawaii. Based at Koapaka Office in Honolulu, the role handles acquisition planning, negotiations, and closeout with DoD standards.

You will work with HR, Finance, and Program teams, manage NDAs and subcontracts, and ensure compliance with CPSR, FAR/DFARS while pursuing cost and schedule objectives.

Qualifications

• Bachelor’s degree in Business Administration or related field with 2 years of related procurement or subcontracts experience.
• Experience with government contracting and ability to obtain DoD clearance.
• Knowledge of CPSR, FAR/DFARS and subcontract types.

Responsibilities

• Prepare, review, and maintain subcontract docs in compliance with CPSR, FAR/DFARS.
• Develop and manage subcontract files and monitor deliverables; support closeout.
• Evaluate proposals, negotiate terms and pricing with subcontractors.

Large DoD IDIQ/task-order experience.

Amentum is seeking a dynamic and highly qualified Subcontract Administrator to provide all phases of subcontract administration, cradle to grave, to include acquisition planning, source selection, cost/price analysis, negotiation, post-award administration and closeout on behalf of Amentum’s Program Management Office (PMO) in support of Special Operations Command Pacific (SOCPAC) at Camp H.M. Smith, Hawaii. This position is located at our Koapaka Office in Honolulu, Hawaii.

Essential Responsibilities

• Prepare, review, and maintain subcontract and procurement documentation, including acquisition plans, agreements, SOWs, certifications, and correspondence, in compliance with regulations (CPSR, FAR/DFARS).
• Develop, manage, and maintain subcontract files, including monitoring deliverables, modifications, and correspondence, while ensuring compliance and supporting closeout processes.
• Evaluate proposals, quotations, and RFPs; conduct negotiations with subcontractors regarding terms, conditions, and pricing; and prepare associated documentation.
• Coordinate with functional teams (e.g., HR, Finance, AP, and Program teams) and external stakeholders (e.g., subcontractors and vendors) to ensure seamless workflow and issue resolution.
• Manage the lifecycle of agreements (NDAs, teaming agreements, subcontracts), from drafting to negotiation and execution, ensuring alignment with company policy and regulatory requirements.
• Conduct compliance oversight and provide guidance to project teams on regulations (CPSR, FAR/DFARS) and internal procedures to ensure legal and company standards are met.
• Provide proposal support, including issuing SOWs, RFPs, and RFQs, conducting data calls, and participating in kickoff and stand-up meetings for new projects.
• Deliver subcontracts training for staff, recommend process improvements, and ensure that project and subcontract goals are met.
• Track and evaluate subcontractor performance, including cost, deliverables, compliance with terms, and small business goals.

Minimum Requirements

• Bachelor’s degree in Business Administration or related field, and two (2) years of experience in procurement, subcontracts, supply chain or related field; or a Master’s degree and one (1) year of related experience.
• Two (2) years of experience in procurement or related fields may be substituted for each year of the four (4) years of college.
• Excellent communication and negotiation skills and working knowledge of SharePoint, Microsoft Office Suite, and integrated software applications are required.
• Knowledge of various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof).
• Must be able to obtain and maintain a DoD Secret Security Clearance, which includes U.S. citizenship.

Preferred Qualifications

• Experience with Costpoint or similar ERP system, to include use of the purchasing module.
• 5+ years Government contracting.
• Large DoD IDIQ/task-order experience.
• Managing numerous subcontractors simultaneously.
• CPCM, CFCM, CPSM or equivalent.

The salary range for this position is $150K to $175K (salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
