Job summary

Carteret County Public Schools is seeking a qualified individual to supervise the Student Information System data for the district. The role involves maintaining the SIS, ensuring data integrity, and coordinating with school-based data managers.

The position reports to the Chief Technology Officer and requires experience with school information systems, data quality, and district-level reporting. Starting salary: Grade 65, with full-time employment.

Qualifications

  • High school diploma; associate degree preferred or equivalent education/experience.
  • Minimum of three (3) years’ experience as a school data manager.
  • Maintains an NC Driver’s License.
  • Such alternatives to the above qualifications as the Board or Superintendent may find appropriate and acceptable.

Responsibilities

  • Follows all rules and procedures of Carteret County Public Schools, along with state and federal regulations pertaining to student data management.
  • Supervises annual setup/configuration, including calendar, scheduling, attendance, grades, photo imports, summer school, end of grade, report card printing, honor roll calculations, and related items.
  • Ensures accuracy and completeness of all state and locally required fields in the student information database, including student demographic data, immunization record, emergency medical information, school records, student attendance, student grades, EC and LEP status, military affiliation, test accommodation plans, student testing history, and discipline incidents.
  • Ensures that staff lists, attendance tables, reporting periods, course lengths, course numbers, and formats are correct for all schools.
  • Facilitates the out-of-district and out-of-county student admissions requests process.
  • Troubleshoots and provides technical support for the student information database in a timely manner; contacts the state help desk to solve more complex issues.
  • Trains stakeholders to use the database effectively and as necessary.
  • Participates in local, regional, and state meetings for coordinators and shares updates with district administrators and data managers.
  • Facilitates monthly data manager meetings and other trainings as recommended to enhance knowledge of and skills with database management.
  • Facilitates pre-transition for all schools in February.
  • Ensures that all schools send an auto-dialer call every day for students missing one or more periods and send weekly attendance letters for students with three, six, and ten unexcused absences.
  • Ensures that data managers print and distribute report cards with numeric grade calculations according to district calendar.
  • Ensures that high schools run Grade Point Average (GPA) calculations and class rank after each semester and prepare the honor roll list according to district guidelines.
  • Identifies errors, reconciles issues, and approves state reports. (RPG, PMR, SAR, CTE Concentrator, EC GDVR, Dropout, Incident Verifications, ALP, AIG, etc.)
  • Develops and prepares customized reports as requested.
  • Maintains records of submitted reports and implements a backup system to preserve data.
  • Establishes, maintains, and enhances effective communication with all stakeholders while complying with confidentiality requirements.
  • Complies with confidentiality requirements in local, state, and federal policies and statutes.
  • Performs related duties as assigned.

Supervises: School-based data managers

Job Goal: Supports the collection, reporting, auditing, and archiving of Student Information Systems data for the school district. Interacts with district staff on all facets of the system and solves system issues. Monitors and manages the district wide Student Information System for Carteret County Public Schools.

Performance Responsibilities

Knowledge, Skills and Abilities
  • Considerable knowledge of School Information Systems applications.
  • Ability to work with a high degree of accuracy.
  • Ability to exercise independent judgment in correcting data errors or omissions
  • Demonstrate functional knowledge of student accounting practices.
  • Knowledge of school procedures, including enrollment, scheduling, grading, graduation requirements, and course coding.
  • Ability to develop training curriculum, plan, and lead training sessions with district staff.
  • Skilled in the use of current software, including word processing, spreadsheets, and desktop publishing applications and web/cloud-based applications
  • Demonstrate functional knowledge of local board policies and North Carolina Department of Public Instruction general programs, policies, guidelines, and practices used in education facility design.
  • Effective communication and interpersonal skills; ability to communicate clearly and concisely both orally and in writing; ability to establish and maintain positive and cooperative working relationships at all levels in the district.
  • Ability to read and interpret technical information to facilitate operations.
  • Ability to coordinate, plan, meet deadlines, and accomplish specific tasks, or meet specific standards.
  • Physical ability (able to exert up to 20 pounds of force occasionally) and dexterity to perform the duties and responsibilities of the job.
  • Sufficient mobility to work effectively and move about in an open office environment, and to bend, stoop, push/pull, stand, and walk on an occasional basis to file, move equipment or supplies, or take work from one location to another.
