Job summary

The City of Rowlett is seeking a Supervisor for Streets and Drainage who will plan, supervise, and review crews maintaining streets, drainage systems, traffic signals, signs and markings. The role requires a high school diploma, 5+ years in the field, and at least 1 year leading teams.

Responsibilities include safety program oversight, budget planning, and coordination with Fleet Maintenance; strong communication and math skills are essential.

Qualifications

  • High School Diploma or GED required.
  • Minimum of five years progressively responsible experience in construction and maintenance of streets, alleys, sidewalks, curbs, etc.
  • At least one year of supervisory or lead experience is required.
  • Knowledge of TMUTCD and IMSA preferred; familiarity with asset management software is a plus.

Responsibilities

  • Plan, assign, supervise, and review work of crews maintaining streets, drainage facilities, and related infrastructure.
  • Manage safety programs and coordinate with Fleet Maintenance for equipment needs.
  • Respond to inquiries and coordinate with other City departments on operations.
  • Maintain budgets, prioritize goals, and oversee daily operations to ensure reliability and safety.

Hiring Range: $67,027.26 - $83,783.78 (Depending on qualifications)
Full Salary Range: $67,027.26 - $100,540.29

Under direction of the Manager of Traffic & Transportation, this position plans, assigns, supervises, and reviews work of crews engaged in maintenance and construction of streets, alleys and drainage facilities, traffic signals, traffic signs and markings, and performs related work as assigned.

Manages and coordinates the operations of the City’s streets and drainage systems. Selects, trains and evaluates personnel and assigned and directs work. Assists in developing operational priorities, goals and objectives. Assists In the preparation of budget in assigned areas. Plans, organizes and implements comprehensive preventative maintenance and repair programs for street maintenance. Coordinates with Fleet Maintenance Supervisor for vehicle and equipment replacement and preventative maintenance.

Establishes and implements safety programs. Provides technical guidance in proper maintenance and operational functions of streets and drainage systems. Responds to and resolves customer inquiries, complaints, and service requests from a variety of customers including citizens and elected officials. Coordinates efforts with other City departments for operations-related inquiries.

Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.

High School Diploma or GED. Minimum of five years progressively responsible experience in the construction and maintenance of streets, alleys, sidewalks, curbs, etc., including one year of experience as a supervisor or lead person required.

Knowledge of construction repair and maintenance of streets, alleys, sidewalks, curbs and screening walls, drainage ways, drainage pipe, bridges, box culverts and retaining walls, knowledge of materials used in repair/maintenance functions, knowledge of basic safety standards, knowledge of TMUTCD and IMSA preferred. Knowledge of pavement assessment management programs and ability to enter, track, and evaluate work orders and performance measures in the City’s asset management software. Requires the ability to utilize a variety of advisory data and information such as zoning maps, city ordinances and codes, traffic control material, engineering drawings, City policy manuals, and budgets. Requires the ability to perform mathematical operations involving basic algebraic principles and formulas and basic geometric principles and calculations. Ability to communicate with other city employees, management and the public. Ability to supervise staff. Ability to communicate effectively in written format. Ability to use computer software programs such as Outlook, Word and Excel. Skill in the construction, maintenance and repair functions of streets/drainage facilities. Skill to read and interpret blue prints and city's standard details.

Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

Ability to work on emergency callouts, nights and weekends.

Ability to lift and carry up to 100 pounds and pull, push or drag up to 150 pounds; climb, crawl, kneel, squat, stoop and bend freely when working; work sitting or standing for extended periods of time. Ability to work in extreme temperatures, both winter and summer at night and in the daytime, in all types of weather. Exposure to dust, fumes and loud noises.
