Job summary

The Town of Carrboro is seeking a qualified Public Works Supervisor to oversee the construction, maintenance and repair of streets, storm drains, sidewalks and related facilities. The role reports to the Deputy Public Works Director and supervises division personnel.

Responsibilities include scheduling, inspecting, coordinating utilities relocation, reviewing plans, preparing budgets and reports, and ensuring compliance with standards and safety practices.

Qualifications

  • High school graduate with extensive street or storm drain maintenance or construction experience.
  • Possession of a Class B CDL Driver's License valid in North Carolina.
  • Thorough knowledge of street and storm drain repair and maintenance practices and safety precautions.
  • Ability to plan, assign and supervise the work of others.

  • Oversee streets, storm drains and sidewalks construction, maintenance and repair; plan, schedule and inspect work.
  • Coordinate utilities relocation and establish layouts; draft plans; review data.
  • Prepare budgets, reports, and equipment/material specifications and cost estimates.
  • Inspect crews and contractors; ensure compliance with standards and requirements.
  • Respond to citizen inquiries and complaints.

Job description

Performs difficult technical and intermediate administrative work supervising the construction, maintenance and repair of streets, storm drains, sidewalks and related public facilities; does related work as required. Work is performed under the general supervision of the Deputy Public Works Director. Supervision is exercised over all division personnel.

Physical Conditions

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, kneeling, crouching, reaching, walking, fingering, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, hazards, and atmospheric conditions.

  • Overseeing construction, maintenance and repair projects involving streets, storm drains and sidewalks; scheduling and inspecting work; scheduling and coordinating projects; maintaining records and files; preparing reports.
  • Coordinates and schedules street related maintenance activities and construction projects;
  • Establishes priorities and determines needs;
  • Reviews work orders, plans, drawings and related data and evaluates requirements of projects;
  • Coordinates the location and re-location of utilities and establishes layout of work to be performed; may draft or draw plans; identifies protected elements such as cables, pipes, monuments and trees;
  • Plans and schedules daily work assignments;
  • Prepares daily reports on division activities and projects; maintains records and files on all projects;
  • Inspects work of crews; oversees contracted services and newly developed infrastructure dedicated to the town, street cuts, and rights-of-way encroachments, to ensure compliance with standards, ordinances and requirements;
  • Recommends acceptance or non-acceptance of streets and other public improvements;
  • Reviews construction plans to ensure compliance with ordinances and industry standards, specifications and practices; submits written comments;
  • Supervises and coordinates work of contractors;
  • Prepares budget request for division; estimates project costs; prepares equipment and materials specifications and cost estimates;
  • Develops and implements winter weather plan;
  • Identifies and coordinates the repair and installation of street lights;
  • Coordinates and schedules the installation and maintenance of traffic control devices;
  • Provides a variety of special services to other departments when requested;
  • Responds to citizen inquiries and complaints;
  • Performs related tasks as required.

Any combination of education and experience equivalent to graduation from high school and extensive experience in street or storm drain maintenance or construction work including some supervisory experience.

Special Requirements

Possession of a Class B CDL Driver's License valid in the State of North Carolina.
