Coordinates, directs and works with one or more crews in daily operations of all jobs related to the streets department. This position works both independently and within a crew to provide operation support, dealing with more of the field operations and equipment support as well and supporting the functions of streets management and snow & ice, and will work closely in support of the Streets Superintendent. Street Crew Leaders will share the roles and back each other up during vacation relief. May act as Streets Superintendent when needed.
Essential Functions:
- Responsible for conducting project evaluations and/or assessments, as well as project design and project management.
- Provides technical and operational guidance and direction to crew members.
- Oversees and coordinates daily maintenance on existing vehicles and equipment with fleet maintenance.
- Oversees and monitors work schedules, time entries and approvals, and leave requests.
- Monitors and ensures completion of daily assignments, special projects, and emergency response efforts.
- Plans, organizes, and completes work projects with appropriate safety protocols and efficiency.
- Evaluates the effectiveness of existing work methodologies and equipment utilization on an ongoing basis.
- Works with the crew to establish standard operating procedures and identify opportunities to increase efficiency by combining new and existing processes.
- Resolves concerns from members of the public and issues within a timely manner and adjusts daily activities to ensure quality service delivery.
- Participates in hiring decisions, monitoring, and documenting staff work performance, and assists in the resolution of employee disciplinary problems in collaboration with the Streets Superintendent and Human Resources.
- Schedules annual performance review and evaluation meetings, documents any performance issues or considerations for merit increases, including certifications.
- Coaches crew members and provides ongoing feedback, regularly, outside of the annual performance review.
- Provides timely information on performance reviews, staffing, and escalates issues as needed to the supervisor.
- Conducts the monthly safety meeting and training sessions; serves as the crew’s safety officer and performs random job site visits.
- Participates in assessing crew training needs and helps develop the appropriate training courses.
- Evaluates and ensures the readiness of the Streets Maintenance Section to respond to emergencies and weather events or unforeseen infrastructure failures.
- Ensures that equipment and facilities are well maintained and secured with preventive maintenance plans.
- Participates in an on-call, 24/7 schedule to respond to after-hour emergencies and is available by phone at any time of day or night.
- Responsible for ordering and giving crew materials used for various jobs; maintains an inventory to ensure adequate supply of materials and equipment.
- Provides outstanding customer service and coordinate with the public, vendors, or other internal/external departments to aid and inform regarding the Streets division.
- Participates in the streets department snow removal efforts in accordance with the Streets Snow and Ice Manual.

- Ability to operate and troubleshoot equipment and tools. Examples include Plow and sanding trucks, hydraulic and gasoline-powered tools, all electric hand tools, light and heavy equipment, compressors, weed eater, chain saw, painting equipment, etc.
- Ability to perform effectively as a crew member and to promote a positive environment and maintain appropriate relationships with other employees and the public.
- Ability to adapt to changing circumstances and modify behaviors and attitudes to fit the situation in order to obtain desired outcomes.
- Possesses excellent verbal, listening, and interpersonal communication skills.
- Must be able to understand and follow written and oral instructions, can prepare and present oral and written material regarding work activities, and maintain routine records.
- Must complete City Americans with Disabilities Act training modules 1 and 2 within first (30) days of employment.
Residency Requirements:
Must live within 50 miles of the intersection of Grand Avenue and 8th Street. Total travel time cannot exceed 60 minutes at posted driving speeds. All employees who live within 30 miles of Grand Avenue and 8th Street may drive a Public Works vehicle to their home when on call or stand by.
Education, Training & Certifications:
- High School Diploma or equivalent.
- Valid Colorado driver’s license and satisfactory motor vehicle record.
- Five years’ experience in streets maintenance, heavy equipment operation (snowplow, loader, backhoe, etc.), construction or related field of which two (2) years included lead or supervisory work experience; or an equivalent combination of education, skills and experience.
- One or more years’ experience with MS Office Applications.
- Flagger certification.
- Vue Works training.
- APWA Winter Operator certificate.
- LTAP Road Safety Champion.
- LTAP Supervisory Skills Development Program certificate.
- Ability to obtain a ATSSA Traffic Control Supervisor certificate within one year of employment.
- Two years’ experience working with contractors and the public.
- Class B CDL
