Job summary

Village of Ruidoso is seeking a Street Manager to lead the Street Department’s daily operations, staffing, budgeting, and policy implementation. The role oversees paving, drainage maintenance, snow operations, and heavy equipment management to ensure reliable village services.

The position requires a Bachelor's or equivalent experience in construction management with supervisory background and a valid CDL preferred.

Qualifications

• Bachelor's degree in construction management, civil engineering or related field; two years street construction and maintenance experience including two years supervisory experience OR AA in construction management, engineering or related field and four years street constructions and maintenance experience including three years supervisor experience
• Class A Commercial Driver's License preferred
• Experience with heavy equipment operation and maintenance
• Field construction experience
• Ability to balance a variety of duties, prioritize, and meet deadlines
• Ability to communicate effectively, orally and in writing

Responsibilities

• Supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed
• Hires, evaluates, promotes, disciplines, and terminates employees following established procedures and policy
• Prepares budget and budget documentation and administers budget throughout the fiscal year
• Oversees the maintenance and operation of the asphalt plant and ensures compliance with EPA permits and requirements
• Writes and processes RFPs, bids, grant applications, contracts, and other documents as assigned and monitors reporting
• Supervises the Administrative Assistant II to ensure smooth business operations and assists on complex projects
• Prioritizes repair of equipment in consultation with the mechanic
• Directs daily equipment checks and provides assistance on repairs
• Assigns duties and checks for accuracy and policy conformance
• Plans to acquire parts, materials and supplies for snow removal and safe travel during severe weather
• Monitors severe weather and schedules crews and equipment
• Plans snow removal routes and operators
• Monitors road conditions during storms and calls out crews as needed
• Coordinates with other Village of Ruidoso departments for storm response
• Communicates road conditions to media and other agencies
• Monitors village streets condition and plans repairs or maintenance
• Schedules street paving, chip seal and striping activities
• Oversees maintenance and repair of storm drainage facilities
• Oversees mowing and vegetation removal in rights-of-way
• Ensures equipment is in safe working order and supplies are available
• Coordinates staff and equipment to assist other departments with projects
• Operates heavy equipment
