Job summary

The State of Delaware seeks an Assistant Director for Office of Business Taxes to lead audit programs, guide staff, and oversee a $7.5M+ budget. You will coordinate external vendor contracts, set enforcement objectives, and provide strategic direction for tax compliance and revenue collection.

Responsibilities include staff development, system evaluations, policy development, and engagement with taxpayers and stakeholders. A strong background in auditing and tax administration is essential.

Qualifications

• Bachelor’s degree or higher in a related field.
• Experience auditing business tax returns and applying GAAS.
• Experience managing business tax processing, auditing and enforcement activities.
• Experience managing information systems and technology changes.
• Strategic planning experience with multi-year objectives and performance metrics.
• Operations management experience with directing teams through subordinate supervisors.

Responsibilities

• Recruits, trains, supervises, and evaluates subordinate staff.
• Develops criteria and policies for the Office of Business Taxes to enforce tax statutes.
• Evaluates document processing systems and monitors production statistics.
• Assesses hardware/software for processing taxes and recommends system design changes.
• Provides technical opinions to attorneys and tax practitioners; drafts private letters and tax newsgrams.
• Coordinates information-sharing agreements with other states and agencies.
• Develops compliance programs for the Special Investigations Unit and advises auditors.
• Plans staffing, capital needs, and the budget for Office of Business Taxes.
• Conduсts conferences with taxpayers and negotiates closing agreements; may testify in court.
• Responsible for design and update of all business tax forms and instructions.
