The position serves as a liaison with partner agencies and internal teams, leads SBE goal-setting, and oversees data-driven analyses to improve negotiation outcomes and risk management.

Qualifications

• Knowledge of contract requirements, insurance, and bonding for engineering and construction contracts.
• Understanding of procurement compliance and contracting procedures.
• Familiarity with NAICS and NIGP codes and market dynamics.
• Strong written and verbal communication; organized and detail-oriented.
• Ability to analyze market trends, forecast materials and tariffs.

Responsibilities

• Lead strategic market intelligence to support proactive procurement planning.
• Develop supplier landscape analyses, risk summaries, and market reports.
• Drive SBE program initiatives, goals, and regulatory compliance.
• Collaborate cross-functionally to integrate market insights into category strategies.
• Provide technical assistance to SBE contractors and support procurement processes.
