KBR’s MILSATCOM team is seeking a seasoned Requirements Engineer to develop and manage system requirements for MILSATCOM capabilities. The role focuses on DOORS-based requirement maintenance, verification planning, and cross-team collaboration across government and contractors.
You will work on complex space and ground communications systems, ensuring traceability to architecture and CONOPS while supporting acquisition documentation and decision-making briefs.

The MILSATCOM Systems Engineering, Integration and Test (MSEIT) team in support of Space Systems Command (SSC) in El Segundo is seeking an individual to provide requirements development and management support for the Military Satellite Communications (MILSATCOM) Capability area. The MILSATCOM portfolio of programs has an ongoing need for IA/Cybersecurity support, to meet the needs of our emerging next-generation protected SATCOM.
The MSEIT contract provides leading-edge Systems Engineering & Integration (SE&I) support for the U.S. Space Force’s SSC. We support the Space Force’s acquisition of state-of-the-art MILSATCOM systems, providing global secure, survivable, and protected communications for our nation’s warfighters. Develop, refine, and maintain system requirements using DOORS to ensure alignment with mission objectives, operational needs, acquisition strategy, and technical baseline priorities.
Evaluate requirements for quality, completeness, consistency, feasibility, testability, and compliance with program standards, regulatory requirements, and systems engineering best practices.
Coordinate and collaborate with government stakeholders, prime contractors, support contractors, and subject matter experts to resolve requirement gaps, conflicts, ambiguities, and implementation concerns.
Work closely with the Configuration Management team in preparing for Engineering Review Boards (ERBs) and Configuration Control Boards (CCBs)
Identify requirements related risks and drive technical issue resolution across engineering teams.
Support system integration and test activities by providing authoritative requirement documentation and clarification.
Analyze contractor deliverables, technical proposals, and change packages to determine impacts to requirements, verification scope, interfaces, cost, schedule, and technical risk.
Facilitate requirements reviews, working groups, and technical interchange meetings to drive stakeholder alignment and timely disposition of comments, issues, and action items.
Ensure requirements products remain synchronized with architecture models, interface documentation, CONOPS, test planning products, and acquisition documentation.
Develop acquisition and technical requirements-related briefings, plans, papers, and other documentation in support of government decision making.
Develop and maintain verification planning products, including verification cross-reference matrices, verification approaches, success criteria, responsible organizations, and evidence expectations for assigned requirements.
Coordinate with integration, test, cybersecurity, modeling, and subject matter expert teams to align verification activities with program schedules, test resources, operational scenarios, and technical baseline constraints.
Review verification artifacts, test plans, procedures, analysis reports, and contractor-provided evidence to determine whether requirement verification intent and acceptance criteria are adequately addressed
Bachelor’s degree in engineering, computer science, or related technical field.
8+ years of experience in satellite systems, spacecraft development, or aerospace engineering.
Direct experience developing or managing requirements and requirements verification products for complex systems.
Strong familiarity with spacecraft subsystems (e.g., payloads, RF comms, power, GNC, thermal, propulsion, on-board Command and Data Handling).
Ability to read and create schematics, interface diagrams, and data communication structures.
Experience with systems engineering tools (e.g., DOORS, Jama, Cameo).
Excellent technical writing, documentation, and communication skills.
Strong interpersonal skills, communication (oral and written), and presentation skills
Demonstrated ability to clearly articulate ideas, recommendations and options to customers, senior leaders, and stakeholders
Due to security requirements, work is required to be performed on-site in a secure facility
Master’s degree in engineering, computer science, or related technical field.
12+ years’ experience with space systems in support of space or ground segment development
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
