Job summary

Racine County is seeking an experienced procurement manager to lead the county's purchasing function within the Finance Department. The role focuses on enforcing the procurement ordinance, improving policies, and ensuring timely, cost-effective acquisitions across departments.

The ideal candidate will have 5+ years in public procurement, a relevant degree, and CPPB/CPPO certification preferred. Strong communication, data analysis, and Excel skills are essential.

Qualifications

• Bachelor's degree in Finance, Accounting, or Business Management or related field.
• Five years progressively responsible purchasing experience, preferably public procurement.
• Equivalent education, training, and experience acceptable.
• CPPB or CPPO certification or equivalent preferred.
• Strong communication and organizational skills.

Responsibilities

• Manage operations of the purchasing function within the Finance Department.
• Ensure compliance with Racine County Procurement ordinance (Chapter 7, Article VIII).
• Identify opportunities for new policies to support procurement.
• Monitor status of purchase orders and contracts, including annual openings/closings.
• Provide procurement expertise at meetings with departments.
• Identify cost-saving opportunities with county departments.
• Lead RFP processes for compliance and timely execution.
• Participate in supplier selection based on price, quality, and support.
• Monitor contract and purchase order expirations and coordinate updates.
• Evaluate contracts for county policy compliance.
• Coordinate training and product review sessions with vendors and staff.
• Administer and manage county online business accounts and P-Card program.
