Zusammenfassung

Santa Fe County NM is seeking a Chief Procurement Officer to oversee the county's procurement function, ensuring fair, competitive and transparent practices in line with federal, state, and county rules. The role maximizes value for taxpayers and directs strategic sourcing and supplier management.

The CPO will lead purchasing strategy, manage RFP/IFB processes, negotiate terms, and guide compliance across departments while driving continuous improvement and integrity in public procurement.

Qualifikationen

• Bachelor’s degree in business administration, accounting, finance or closely related field.
• Minimum four years procurement experience, with at least two in a supervisory role.
• Experience may substitute for education per policy, or HS diploma with eight years procurement experience (two in supervision).
• NM EDGE Public Supervisor certification can substitute for two years of supervisory experience.
• CPO credential within one year of employment is preferred.

Aufgaben

• Supervise staff; assign work; evaluate leave; approve timesheets; enforce policies.
• Direct strategic plans for supply management, purchasing, contracts, and inventory.
• Lead procurement operations; develop sourcing strategies aligned with county goals.
• Manage complex RFP/IFB/RFQ/LOI processes and amendments.
• Exercise sourcing authority per NM Procurement Code; negotiate terms.
• Drive process improvements and procurement technologies; implement controls.
• Advise department heads and elected officials on forecasting and market conditions.
• Maintain supplier relationships; resolve disputes; ensure service quality.
• Prepare procurement packets and present to the Board of County Commissioners.
• Ensure compliance with NM Procurement Code, policies, and auditing requirements.
