Strategic Operations & Policy Analyst – TSA Programs

The Opportunity

We’re seeking a dynamic Strategic Operations & Policy Analyst to join our team in support of TSA’s Vetting Analysis Division (VAD). In this role, you will lead high‑visibility initiatives that strengthen and streamline key operations across vetting and adjudication programs critical to safeguarding our nation’s transportation systems.
You'll work at the intersection of data analysis, process improvement, legal policy development, and strategic planning. Your insights will help drive performance, shape policy, and support decision‑makers at the highest levels. Responsibilities
Your Responsibilities Will Include
  • Lead Enterprise‑Wide Initiatives: Analyze existing processes and propose innovative solutions that improve operations across TSA vetting programs.
  • Oversee Strategic Projects: Manage the planning, development, and implementation of mission‑critical initiatives from concept to execution.
  • Shape Policy and Legal Frameworks: Draft, review, and update legal, regulatory, and policy documents to ensure compliance and operational efficiency.
  • Drive Stakeholder Engagement: Build strong relationships across functional teams and external stakeholders to align goals and foster collaboration.
  • Set and Measure Performance Goals: Define clear success metrics and monitor progress to continuously improve organizational performance.
  • Leverage Data to Inform Decisions: Collect, analyze, and interpret complex data to generate actionable insights and support strategic decisions.
  • Develop Reporting Tools and Dashboards: Create and refine data visualization products and performance reports that highlight trends and outcomes.
Qualifications
Required
  • Security Clearance: Active Secret or TS/SCI security clearance
  • Education: Bachelor’s degree from an accredited institution
  • Experience: Minimum of five (5) years of experience in business process‑related roles
Additional Required Skills
  • Proven analytical and problem‑solving capabilities
  • Strong written and verbal communication skills
  • Proficiency in report writing and documentation
  • Self‑starter who works well independently and in teams
  • Strong time management and organizational skills

Pay Range

The proposed salary range for this position is $68,400 – $143,700. Our employees value the flexibility at CACI that allows them to balance quality work and their personal lives.
