Job summary

Orbis Operations is seeking a Strategic Operations Advisor, Expert (M2) to lead program planning and evaluation for a US IC client. The role requires all-source intelligence analysis, stakeholder engagement, and the ability to translate research into actionable recommendations. Occasional international travel is expected.

The position emphasizes rigorous analysis, briefing senior leadership, and mentoring junior staff within a fast-paced, mission-focused team. A TS/SCI with poly is required.

Qualifications

  • Active TS/SCI clearance with Poly is mandatory.
  • Bachelor’s degree and minimum 5 years experience in intelligence/targeting roles.
  • Excellent analytical, problem-solving, briefing and presentation skills.
  • Familiarity with all-source intelligence analysis and reporting standards.
  • Ability to work in a dynamic environment and manage multiple tasks.

Responsibilities

  • Consult with teammates and clients on process improvement and program evaluation tasks.
  • Develop and implement research designs for measuring performance of units.
  • Prepare visual data presentations and reports for senior leadership.

Job Summary

We are seeking an experienced Strategic Operations Advisor, Expert (M2) Team lead on program planning and evaluation activities for a client in the US Intelligence Community. The Strategic Ops Advisor will have the opportunity to demonstrate subject matter expertise, intellectual agility, all source analysis, and research acumen by leading operational efforts to produce key performance insights. Further, the Consultant will lead the implementation of recommendations when they are adopted by the customer. This project features the opportunity to interact with a wide range of key stakeholders, including those at senior levels. The position includes occasional travel overseas in support of client objectives. This is an exciting opportunity for an intellectually curious, energetic, data-savvy consultant to work on a project with real impact, helping our client develop ways to understand and improve performance of activities that support delivery of our customers’ mission.

Key Responsibilities
  • Consult with teammates and clients on the development, prioritization, and implementation of process improvement and program evaluation tasks.
  • Develop recommendations for changes to policy, processes, communications, and training to enable achievement of vision.
  • Develop and implement research designs with practical strategies for measuring performance of organizational units and/or unit activities--to include development of performance measures and design of actionable methods for collecting and analyzing data; implement strategies and refine as needed.
  • Perform a variety of research activities to include document reviews, structured interviews, and gap analyses--to include stakeholder identification and logistical coordination for data collection activities and documentation of discussions.
  • Analyze both qualitative and quantitative information to provide the customer with comprehensive insights into organizational strengths and challenge areas.
  • Socialize results and recommendations with the team at the working-level.
  • Prepare visual presentations of data and analysis.
  • Prepare reports and presentations for senior leadership based on research plans, activities, findings and recommendations.
  • Brief senior level customers on research plans, activities, findings and recommendations.
  • All-source intelligence research, analysis, and report writing/editing
  • TDY travel
Supervisory Responsibilities
  • A project manager (M2) directly manages two or more full-time staff and is responsible for administrative management of individuals as well as the results of team performance. The M2 will be responsible for checking team members’ contract tasks or work products depending on the project
  • Effective completion of the M2 manager responsibilities will require working more hours than a standard full-time billable commitment (1860) to meet customer and/or corporate expectations
  • When accepting a manager role, Orbis managers are given the autonomy to work when they need to work, which may mean 40+ hours in a week. This does not exempt from core hours coverage at their customer
  • M2s are responsible for regularly updating and maintaining their team’s forecast hours on the contract
  • M2s are personally responsible for the development of their direct reports, which include coaching and training them, as well as delegation of tasks; For programs where M2 is not collocated or able to supervise an employee directly, the M2 is expected to proactively seek feedback and provide/arrange for mentoring and coaching on the employee’s performance and development
  • M2s are proactive and work together across programs (and sometimes portfolios or LOBs) and internal company functions to share resources and experiences with the goal of improving team members’ efficiency and overall performance
  • M2s are responsible for keeping their M3 up-to-date and informed of all happenings with their team
  • All managers are expected to be familiar with and exhibit Orbis' core values, including values and proposition mission statements, by Orbis' Operating Principles
  • Each new manager is subject to an initial six-month trial period
Required Qualifications
  • Active TS/SCI clearance with Poly
  • Must have a Bachelor’s degree and a minimum of 5 years of relevant experience as an analyst, targeting officer, technical Targeter, desk officer, operations officer, or reports officer within the sponsor’s organization or other relevant organization(s) in the Intelligence Community
  • Excellent analytical skills and problem-solving abilities
  • Excellent oral presentation and briefing skills
  • Knowledge of and experience in the fundamentals of all-source intelligence analysis
  • Familiarity with the customer’s report writing standards
  • Attention to detail and the ability to effectively follow through and manage status reporting, scheduling, and project communications
  • High degree of personal integrity
  • Strong interpersonal skills and the ability to work well both independently and as part of a team
  • Ability to work in a dynamic environment, juggling concurrent tasks and meeting deadlines
  • Experience in the South American AOR
Desired Qualifications
  • Relevant targeting, desk officer, or technical or operations skills
  • Experience deploying strategic communications
  • Experience in SIGINT, GEOINT and Technical Targeting methods
  • Proficiency with software and databases used in support of research and analysis for the U.S. Government
Physical Requirements
  • Prolonged periods of sitting at a desk and working on a computer
  • Participation in virtual and in-person meetings
  • Ability to attend planned meetings and/or work in classified spaces for extended periods within the specified work regions

Travel is common across many Orbis roles, particularly those supporting customer missions in the field.
