Job summary

City of Sutter Creek seeks a Finance Director to lead all financial operations, including budgeting, treasury, grant administration, and financial reporting. The role reports to the City Manager and serves on the executive team to align fiscal policy with strategic goals and maximize grant funding.

The position emphasizes long-term financial resilience, policy development, and collaboration with the City Council, City Clerk, and contracted project managers.

Qualifications

• Bachelor's degree in Accounting, Finance, Public Administration, Business Administration, or related field; Master's or CPA desirable.
• Five (5) years of progressively responsible experience in accounting or financial management with at least two (2) years in supervisory/management roles; public sector municipal finance experience in CA preferred.
• Knowledge of GAAP and GASB guidelines; CA budget preparation, tax options, and fee structures incl. Prop 218; grant accounting and state/federal reporting.

Responsibilities

• Direct the development, adoption, and administration of the City's annual/biennial budget.
• Develop long-range financial forecasts and expenditure models to support the City Council's strategic plan.
• Evaluate financing methods for capital improvement projects and infrastructure upgrades.
• Prepare quarterly budget status reports and present financial data to City Council and the public.
• Serve as City Treasurer with investment portfolio oversight and cash flow management; oversee banking, debt issuance, and financial disclosures.
• Administer federal/state/regional grants, ensure compliance and allowability; coordinate project financing and closure with engineers and managers.
• Coordinate annual independent audit and CAFR; monitor local taxes to maximize city revenue.
