Job summary

City of Sandy, Oregon's Finance Director leads the city's daily financial operations, reporting to the City Manager and overseeing budgeting, accounting, financial reporting, investments, debt management and internal controls.

This hands-on role develops long-range financial strategies, administers the biennial budget, ensures audits and regulatory compliance, collaborates with department heads, and translates complex numbers into clear recommendations for leadership and the community.

Qualifications

• At least five years of related experience in municipal finance and governmental accounting, including two years in leadership.
• Excellent public speaking skills and ability to communicate complex financial information to diverse stakeholder groups.
• Prior experience with fund accounting is desired.

Responsibilities

• Oversee budgeting, accounting, financial reporting, investments, debt management and internal controls.
• Prepare and administer the biennial budget and oversee audits and financial reporting.
• Manage grants and capital financing, analyze utility rates and investments, ensure compliance with laws and regulations.
• Partner with department leaders to align financial resources with organizational priorities; provide leadership for purchasing, risk management, insurance programs, and contract administration.
• Translate complex financial information into clear recommendations for City leadership and the community.
