Job summary

Washington Lottery is seeking a Director of Legal Services to lead our legal affairs in Olympia, WA. This role shapes policy, ensures compliance, guides operational decisions, and drives strategic direction across diverse business areas.

You will be the agency’s senior legal authority, influencing legislative strategy and cross‑program coordination with a focus on government relations, contracts, and public records management.

Qualifications

• Juris Doctor degree from an accredited law school.
• 4 years of legal experience in government or private practice.
• Emphasis in governmental procurements, administrative law, contract law, or finance.

Responsibilities

• Serve as a member of the Executive Leadership Team collaborating with other division directors to provide advice and unity of approach on department programs.
• Advise the agency on legal, operational, contractual, and policy matters.
• Coordinate relationships with legislators, officials, stakeholders, and other agencies to promote effective policy development and partnerships.
• Act as the Rules Officer, reviewing rules and statutes for adherence and ensuring administrative requirements are met.
• Serve as Public Records Officer, ensuring timely fulfillment of records requests.
• Act as Contracts Officer, drafting and reviewing complex contracts and coordinating procurement.
• Develop and implement agency legislative strategy.
• Analyze legislative proposals and provide legal analysis of potential legislation.
