Qualifications

Bachelor’s degree in emergency management, homeland security, national security, public policy, political science, cybersecurity, or related field.
5+ years of professional experience in exercise planning, emergency management, homeland security, cybersecurity, or critical infrastructure.
Working knowledge of HSEEP principles, processes, terminology, and documentation.
Experience coordinating with multidisciplinary teams and government or private-sector stakeholders.
Strong research, analytical, writing, and presentation skills.
Ability to independently manage assignments and deliver client-ready outcomes.
Strong quality-control skills and attention to detail.
Proficiency with Word, PowerPoint, Excel, Outlook, and Teams.
Ability to travel domestically as required.
U.S. Citizenship with ability to earn a favorable Public Trust clearance and/or DHS Suitability.

Responsibilities

Independently support planning, design, conduct, and evaluation of HSEEP exercises.
Lead assigned exercise planning workstreams and coordinate with staff, clients, SMEs, and participating orgs.
Develop exercise objectives, scenarios, planning materials, manuals, facilitator guides, and reports.
Support planning meetings and sessions involving government and private-sector stakeholders.
Conduct research and analysis on homeland security, cybersecurity, and critical infrastructure risks.
Translate technical or policy information into clear exercise materials and briefings.
Coordinate exercise logistics, communications, and action-item tracking.
Analyze evaluator observations to identify findings and improvement actions.
Review products for accuracy, formatting, and project compliance.
Manage tasks to schedules and communicate risks to leadership.
