Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Strategic Effects Intelligence Planner to support national security objectives from Hawaii. The role involves high-stakes advisory work within a DoD/IC context, reporting to leadership, and cross-agency coordination.

You will develop campaigns, assess emerging technologies, and deliver analyses and executive briefings to inform decisions. Requires TS clearance, a bachelor's degree, 10+ years in defense/intelligence, and willingness to relocate to

Qualifications

  • Must have an active TS security clearance with SCI and SAP eligibility at time of application.
  • Minimum of a bachelor's degree.
  • 10+ years of experience supporting the Department of War or the Intelligence Community.
  • 5+ years of experience in Perception Management, MILDEC, Offensive Counterintelligence, or Deception in OPSEC.
  • Excellent interpersonal and writing skills.
  • Experience preparing written reports and presentations for decision makers.
  • Knowledge of executive-level advising and interactions.
  • Ability to report to designated work location in Honolulu, HI, up to full time.

  • Create and oversee complex campaigns using advanced stratagems, tradecraft, and technologies.
  • Plan discreet activities and recommend technological applications to accomplish long range objectives.
  • Provide objective information and analysis supporting decision making on strategic applications of resources or personnel in high threat environments.
  • Build coalitions of like-minded individuals across multiple U.S. government departments and agencies to overcome entrenched bureaucracies.
  • Prepare and deliver executive level briefings, reports, and summary papers; explaining complex concepts in relatively simple language; summarizing key decisions; and providing recommendations supported by analysis.

Responsibilities

An organization within the Office of the Secretary of Defense is looking to hire an outstanding individual with extraordinary accomplishments to contribute to the enablement of strategic effects against the nation's adversaries. The successful candidate will serve as a subject matter expert and strategic advisor exhibiting a high degree of ingenuity, creativity, and resourcefulness in the application of bespoke military and intelligence arts vital to national security.

Duties include

Qualifications
Required Qualifications
  • Must have an active TS security clearance with SCI and SAP eligibility at time of application
  • Minimum of a bachelor's degree
  • 10+ years of experience supporting the Department of War or the Intelligence Community
  • 5+ years of experience in one or more of the following disciplines: Perception Management, MILDEC, Offensive Counterintelligence, Deception In Support of OPSEC
  • Excellent interpersonal and communication (oral and writing) skills
  • Experience in using critical thinking to prepare written reports and presentations for decision makers
  • Demonstrated knowledge and familiarity with executive-level advising and interactions
  • Demonstrated initiative and ability to plan, work, and deliver both independently and as part of a diverse team
  • One or more of the following DoW training courses (or equivalent): Joint Military Practitioner's Course, Advanced Military Practitioner's Course, 1st IO CMD MILDEC Course
  • Ability to report to designated work location in Honolulu, HI, up to ful time, based on the needs of the customer
Desired Qualifications
  • Foreign language, military experience, and advanced degrees are desirable but not essential
  • Experience supporting IC or DoW Compartmented / Special Access Programs (CAPs/SAPs) preferred

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Hawaii, Pay Transparency Salary range: USD $200,000.00/Yr. - USD $225,000.00/Yr.
