Job summary

Apogee is seeking a Financial Manager to support the AFNWC/NCC, providing full-spectrum financial management, cost analysis, and reporting for DoD programs at Offutt AFB, NE. Responsibilities include PPBE planning, budget execution, cost estimating, and interface with multiple DoD systems to ensure compliant financial operations.

The role requires US citizenship, TS w/SCI eligibility, a bachelor’s degree, and 4+ years (or 8 years with certifications) of relevant experience.

Qualifications

• Citizenship: US citizen
• Clearance: TS w/ SCI eligibility
• Education: Bachelor's degree
• Years of Experience: 4+ years in financial management, cost analysis, or related discipline, OR 8 years with proper certifications
• Expert knowledge of DoD PPBE processes
• Proficiency in Web CCaR and DEAMS financial systems
• Interfacing systems: PMRT, LCMP, WAWF, CRIS, ABSS
• Strong understanding of fiscal and appropriations laws
• Cost estimating methods for traditional and agile software development
• Experience with cost analysis tools and software
• Analytical techniques: risk analysis, data normalization, inflation indexing
• DoD life-cycle cost estimating policies
• Ability to work independently and manage multiple priorities
• Strong analytical, communication, and documentation skills

Responsibilities

• Monitor budget execution across past and current fiscal years
• Develop financial plans and POM inputs for future years
• Prepare budget modification requests and forecasts for modernization
• Manage multi-appropriation spend plans using CCaR and DEAMS
• Track obligations and expenditures against spend plans
• Prepare financial analyses and document impacts of funding changes
• Support DoD-directed financial reports and program office reporting
• Build and maintain program office cost estimates
• Create Work Breakdown Structures and cost reporting requirements
• Provide cost analysis for analyses of alternatives and business cases
• Support cost estimate reviews by AFCAA, SCPs and NACAs
• Apply cost estimating methods including engineering build-up and parametric techniques
• Conduct software cost estimates for traditional and agile development
• Serve as SME for Web CCaR and DEAMS, provide training and support
• Interface systems and resolve data exchange problems
• Review RFP inputs and support acquisition planning and strategies
• Provide Earned Value Management support
• Maintain compliance with fiscal laws and DoD regulations
