Qualifications

• Specialized experience directing the formulation, justification, execution, and monitoring of complex financial programs and organizational budgets.
• Experience developing and implementing internal financial controls to ensure compliance with laws and regulations.
• Experience conducting complex financial analysis to present strategic funding recommendations to executive leadership.

Responsibilities

• Manages, allocates, and executes complex federal budgets, including General Funds (GF) Investment accounts and Defense Working Capital Funds (DWCF), to support agency wide programs and ensure proper use and distribution of funds.
• Analyzes the impact of federal financial legislation, regulations, and OMB circulars to design, implement, and improve fund control procedures and ensure compliance across the organization.
• Performs complex financial analyses of budgetary data to provide strategic recommendations, authoritative guidance, and advisory services to senior leaders and external stakeholders.
• Lead the direction of the control and distribution of appropriated investment funds and DWCF authority during the year of execution, MYR, and EOY processes.
• Monitors and tracks the use and distribution of appropriated and defense working capital funds, prepares financial reports from the status of funds, and recommends reprogramming actions to meet agency short- and long-term goals.
