Job summary

Maryland Department of Health seeks a Deputy Secretary for Operations to oversee the Fiscal Services Administration, Cost Accounting and Reimbursements Division, and the General Accounting Division. This role directs administrative, operational, and programmatic functions while ensuring accountability across MDH’s five administrations.

The position provides financial stewardship, including budgeting, auditing, billing, cost reporting, and FMIS coordination, with emphasis on policy implementation

Qualifications

• Master's degree in business administration, finance or related field with ten years of fiscal administration, budgetary, or fiscal professional experience, including at least three years in a supervisory or management role. A bachelor's degree with 4 additional years of experience may substitute for the master's degree.

Responsibilities

• Oversee and direct all administrative, operational, and programmatic functions of the Fiscal Services Administration, Cost Accounting and Reimbursements Division, and the General Accounting Division.
• Provide financial stewardship for all financial operations within the MDH's five administrations.
• Oversee operations of the Office of Finance and coordinate processes and policies for all financial functions.
• Ensure accountability and fairness in applying MDH/state regulations and policies.
• Oversee billing, cost reporting, and audit settlements for human services providers.
• Coordinate FMIS support and provide accurate, timely financial information.
