Job summary

Massachusetts Bay Transportation Authority is seeking a Senior Capital Program Planning Analyst to translate Governor and MBTA leadership goals into a tangible CIP portfolio. You will work with the CIP development team and stakeholders across policy, finance, and delivery to support CIP development and related analyses of capital investments.

You will assist in preparing public materials, develop cost-estimation models, and help implement new data tools to inform decision-making and reporting on

Qualifications

  • Bachelor's degree or eligible substitutions as listed.
  • At least four years of planning, public policy, financial, engineering or research experience.
  • Strong written and verbal communication skills with diverse stakeholders.
  • Proficient in MS Office, Excel, PowerPoint and data visualization tools.

Responsibilities

  • Support development of the five-year CIP with internal and external stakeholders.
  • Analyze project schedules, financials, assets, and spatial data.
  • Prepare executive and public-facing materials for CIP.
  • Assist in cost estimation models, life cycle cost analysis and geospatial analysis.
  • Help implement new technology solutions to improve analysis quality.
  • Visualize data and create content related to capital investments.
