Job summary

Solutions Through Innovative Technologies, Inc. (STI-TEC) seeks a senior portfolio management analyst to conduct portfolio reviews of designated capability areas and guide investments across the defense enterprise.

The role emphasizes rigorous analysis, cross‑portfolio dependency assessment, and preparation of executive level briefings for CJCS-level audiences. Applicants should hold an active TS/SCI clearance, US citizenship, and advanced technical education with substantial DoD experience.

Qualifications

  • Active TS/SCI clearance and US citizenship.
  • Master’s degree in a technical field with five years of task related experience OR Bachelor’s degree with ten years of task related experience.
  • Extensive knowledge of the Joint Force with at least 50% of task related DoD experience.
  • Operational experience includes planning and executing joint operations and knowledge of logistics, intelligence, and related fields.
  • Experience with Joint Capability Integration and Development and DoDI 5000 is desired to support acquisition activities.
  • Ability to conduct portfolio-level reviews to optimize capability investments across the defense enterprise.

Responsibilities

  • Identify and recommend priority gaps aligned to Capability and competitive advantages, serving as candidates for studies, analysis, modeling, or war-game topics.
  • Identify portfolio priorities across the DOTMLPF-P spectrum and articulate investments, divestments, or sustainment.
  • Identify programs and documents suited for Joint designation to support interoperability.
  • Review current portfolio products and documentation to identify redundancies and potential divestments.
  • Provide support developing executive level products including CJCS-level briefings and correspondence.
  • Participate in meetings and provide regular follow-up briefings to leadership.
  • Provide interim reviews and draft/final reports aligning methods and performance requirements.

Education

Master’s Degree in a technical field
Bachelor’s Degree in operations research, engineering, mathematics or related field
