Job summary

Apex Clearing Corporation is seeking a dynamic Stormwater Plans Specialist in California to lead the plan submittals and ensure regulatory compliance for WPCPs and SWPPPs. You will coordinate with clients, review requirements, and oversee permit compliance throughout the project lifecycle.

The ideal candidate has California stormwater regulatory expertise, strong project management skills, and the ability to manage multiple projects in a fast-paced environment.

Qualifications

  • High school diploma required; Bachelor's degree in Environmental Science, Civil Engineering, or related field preferred.
  • 3+ years of construction stormwater inspection experience with related bachelor's degree, or 7+ years in lieu of a degree.
  • Thorough understanding of CA Construction General Permit and environmental compliance requirements.
  • Experience managing permit compliance activities through SMARTS (NOIs, COIs, Annual Reports, Ad Hoc Reports, NOTs).
  • Strong written communication, customer service, and organizational skills.
  • Experience with environmentally sensitive projects (dewatering systems, spill prevention plans, hazmat management) preferred.
  • QSP certification required; QSD certification preferred.
  • Proficiency with Microsoft Office, particularly Excel.
  • Experience with Adobe Acrobat, Bluebeam, SMARTS, and development resource websites is desirable.
  • Valid driver's license required.
  • For remote employees, a dedicated and compliant home office workspace is required.

Responsibilities

  • Prepare, review, and submit WPCPs, SWPPPs, amendments, and other regulatory plans.
  • Manage plan submittals and serve as primary point of contact for client communications throughout the project lifecycle.
  • Support permit compliance activities, including SMARTS entries and submittals for NOIs, COIs, Annual Reports, Ad Hoc Reports, and NOTs.
  • Review project plans, specifications, permit requirements, risk assessments, and supporting documentation.
  • Serve as a subject matter expert on California General Permit requirements and environmental compliance regulations.
  • Evaluate environmentally sensitive projects, including dewatering systems, diversion plans, spill prevention plans, and hazardous materials requirements.
  • Coordinate project transitions between estimating, submittals, inspection, and invoicing teams.
  • Maintain project schedules, tracking systems, quality control processes, and internal reporting tools.
  • Research and develop specialized plans and compliance solutions to meet client and agency requirements.
  • Support continuous improvement efforts and assist with additional duties as assigned.

We're seeking a dynamic Stormwater Plans Specialist to join our team and play a key role in our plan submittals process. Hourly Expected Pay Range

$35 - $38 USD
