Job summary

The Town of Leesburg seeks an experienced Stormwater Manager to lead its stormwater program within the Department of Public Works. This role provides leadership, management, and oversight of engineering, technical, managerial, and administrative activities to continually improve the Town’s stormwater program.

Ideal candidates hold a Civil Engineering degree, Virginia PE license, and DEQ certifications, with 5+ years in stormwater management and 3+ years in supervision.

Qualifications

• Requires a Bachelor’s degree in Civil Engineering or closely related field and professional engineer licensure in Virginia.
• Minimum five (5) years progressive stormwater management experience; MS-4 permitting experience.
• Minimum three (3) years of managerial/supervisory experience.

Responsibilities

• Lead, manage, and oversee the Town’s comprehensive stormwater program in Public Works.
• Manage staff, consultants, and contracts; coordinate compliance with environmental regulations.

What You'll Be Doing

This position provides leadership, management, and overall oversight of the Town’s comprehensive stormwater management program within the Department of Public Works. Working under the general direction of the Director and/or Deputy Director of Public Works, the Stormwater Manager performs a variety of engineering, technical, managerial, supervisory, and administrative responsibilities related to planning, organizing, directing, coordinating, and continually improving the Town’s stormwater management program. Work includes leading and managing staff, consultant resources, and contracts; and promoting stormwater activities through public education, outreach, code compliance and enforcement; and ensuring compliance with applicable federal, state, and local environmental regulations. This role requires considerable independent judgement, together with a high degree of professional engineering judgement and technical civil engineering experience in the fields of stormwater management design, inspection, maintenance, and flood control.

• Bachelor’s degree in Civil Engineering, Environmental Science/Management or closely related field, or equivalent combination of education and experience
• Virginia Department of Environmental Quality (DEQ) certifications to include Stormwater Management Combined Administrator
• Minimum of five (5) years of progressive experience in storm water management, MS-4 permitting
• Minimum of three (3) years of managerial/supervisory experience
• Possession of a valid driver’s license and a safe driving record

• Advanced degree in Civil Engineering, Sanitary Engineering/Management, Environmental Management, Business Administration or a related field
• Licensed Professional Engineer in Virginia
• Virginia Department of Environmental Quality (DEQ) certifications to include, the Dual Combined Administrator (DCA)
• Minimum of eight (8) years of progressive experience in storm water management, MS-4 permitting
• Minimum of four (4) years of managerial/supervisory experience
• Experience developing and administering a stormwater utility
• Bilingual in English/Spanish
