Job summary

Maricopa County Department of Public Health in Phoenix seeks an STI/HIV Program Coordinator to lead prevention, intervention, and care services while shaping policies and performance measures that directly improve community health outcomes.

You will collaborate with internal teams, executive leadership, community partners, and funding agencies to ensure regulatory excellence, expand outreach, and deliver life-changing community care.

Qualifications

  • Bachelor’s degree required or equivalent combination of education and experience
  • Experience coordinating or supporting public health programs preferred (STI/HIV, etc.)
  • Knowledge of data collection, analysis, and reporting for program monitoring
  • Familiarity with grant-funded programs, reporting requirements, and compliance
  • Strong technical writing skills for grants, reports, and SOPs

Responsibilities

  • Plan, organize, and evaluate STI/HIV prevention and care programs; coordinate with leadership, staff, partners, and funders
  • Monitor grants, deliverables, performance measures, and reporting requirements; ensure compliance
  • Collect, analyze, and report program data; develop dashboards and executive summaries

We Require
  • Bachelor's degree in public administration, health promotion, public health, medical technology, health sciences, or a health-related field
  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis
Other Requirements
  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire
  • Must secure and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card and complete a background check
  • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test
  • Travel may be required to attend conferences, training, and possibly varying work locations

Job Contributions
  • Program Coordination and Implementation: Plans, organizes, implements, coordinates, and evaluates STI/HIV prevention, intervention, care, and quality improvement programs that support public health initiatives and improve community health outcomes. Collaborates with division leadership, internal staff, healthcare providers, community-based organizations, funding agencies, and other partners to implement program priorities, coordinate services, manage project timelines, facilitate meetings, resolve operational issues, and ensure successful execution of grant-funded and mandated activities. Exercises independent judgment to prioritize initiatives, address operational challenges, and recommend improvements to program performance and service delivery.
  • Grant Administration and Compliance Monitoring: Coordinates grant administration and compliance activities to ensure adherence to federal, state, county, and funding agency requirements. Develops and implements grant work plans; monitors contracts, deliverables, performance measures, and reporting requirements; and collaborates with leadership, fiscal staff, and funding agencies to support effective grant management. Monitors program operations, standards of care, staff competency requirements, and regulatory compliance; identifies concerns; recommends corrective actions; and provides technical guidance to promote consistent, high-quality service delivery.
  • Program Evaluation, Data Analysis, and Reporting: Collects, validates, analyzes, and reports program data to evaluate performance, monitor quality assurance and improvement activities, identify trends, measure outcomes, and support data-driven decision‑making. Develops reports, dashboards, executive summaries, presentations, and recommendations to communicate program performance, compliance, grant progress, and public health outcomes to leadership, funding agencies, and community partners. Uses evaluation findings to identify opportunities for continuous improvement and enhance service delivery.
  • Policy Development, Training, and Engagement: Develops, reviews, updates, and implements policies, procedures, standard operating procedures, workflows, forms, operational guidelines, and training materials to promote regulatory compliance, operational consistency, quality improvement, and effective service delivery. Coordinates training, technical assistance, educational resources, and outreach activities to support staff competency and program implementation. Builds and maintains collaborative relationships with internal staff, healthcare providers, community organizations, contractors, educational institutions, and other external partners to strengthen program effectiveness and support public health initiatives.
Working Conditions
  • Requires travel to and from job‑related locations during a scheduled workday, subject to County policies regarding use of County vehicles and/or private vehicles on County business
  • Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency
  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree
  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
