Job summary

The Commonwealth of Virginia's Department of Human Resource Management (EDR) seeks a Hearings Program Director to oversee the Hearings Program and oversee administrative hearings, rulings, and related dispute-resolution services for state employees. The role requires experience in investigations, legal writing, and consultation with agencies.

Qualifications

  • Investigations and analysis of relevant facts in light of governing principles, policies, and laws.
  • Ability to write and speak clearly in legal matters.
  • Knowledge of public employment laws, grievance rights, ADR methods, and dispute resolution best practices.
  • Ability to communicate effectively with employees, agency management, and their representatives.
  • High judgment, objectivity, and poise in sensitive, emotionally charged situations.
  • Ability to oversee operations of a statewide hearings program with independence.

Responsibilities

  • Oversee and manage operations of EDR's Hearings Program.
  • Investigate, analyze, and draft administrative rulings in employee grievances.
  • Consult with employees and agency management on workplace disputes; provide training and mediation.
