The Illinois Department of Children and Family Services is seeking an organized, professional, and results-oriented individual to serve as Statewide Competitive Procurement Administrator. Under general supervision, this position will oversee the statewide procurement processes for competitive procurements by the Department; analyzes Department policies relative to purchasing; drafts, sets BEP goals, posts, evaluates, manages, and monitors competitive solicitations for the Department; drafts, posts, and manages contracts, contract amendments, and contract renewal documents, as well as Sole Source and State Use solicitations and contracts; serves as secondary approver for the APO in the state’s e-procurement system; directs daily activities of staff in the Office of Procurement in the absence of the APO; serves as liaison to the CMS BEP Council; develops the Department’s annual BEP compliance plan and report; monitors contract compliance utilizing the CMS vendor complaint process to document vendor complaints on competitive contracts; responds to auditors regarding procurement related audit findings. Economic Interest
This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
