Job Description And Duties
The Staff Services Manager I (Specialist) functions as a non-supervisory staff specialist performing the most difficult, sensitive, and complex duties related to the Department of Developmental Services (Department) Career Executive Assignment (CEA) and Exempt Program. The position functions as a high-level consultant in the administration of the CEA/Exempt recruitment, hiring, appointment, and classification and pay processes while ensuring compliance with personnel laws, rules, policies, and procedures. The incumbent will serve as the subject matter expert and represent the Human Resource Branch at high-level meetings as well as at the State Personnel Board and the California Department of Human Resources.
This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees will be required to work in-person at least four days per week in alignment with Executive Order N-22-25.

Department Information
The California Department of Developmental Services (DDS) provides services to individuals with developmental disabilities including intellectual disability, cerebral palsy, epilepsy, autism, and related conditions. Services are provided through state-operated centers, community facilities, and contracts with regional centers.
The DDS Office is located at 1215 “O” Street, Sacramento, CA, featuring amenities like retail space, a café, outdoor seating, a fitness center, and lactation rooms.
