Job summary

Northrop Grumman's Space Sector in Redondo Beach, CA is seeking a Staff Project Manager – Level 5 to oversee financial and schedule performance across multiple projects in the Western Region. Responsibilities

  • Lead and interface with senior leadership to communicate project status and narratives.
  • Manage cost and schedule across multiple projects within the Western Region.
  • Coordinate with the ES HM Sustainability team and other stakeholders on project reviews.
  • Develop budgets, conduct cost risk analyses, and prepare LRSP/AOP inputs.
  • Drive EVM fundamental practices and ensure timely, accurate reporting to leadership.

Northrop Grumman’s Space Sector is seeking a Staff Project Management – Level 5 to join our team in Redondo Beach, CA. This position is 100% onsite and cannot accommodate telecommute work.

This individual will contribute to the operational aspects of ongoing facility and non-facility projects throughout the Western Region (Redondo Beach, Commerce, Goleta, Oxnard, Gilbert, Azusa and San Diego) and serve as a liaison between project management, the planning team, the project team, the business team and leadership. This individual will assist in the opening and closing of projects, review the status of projects and associated budgets, look for opportunities to accelerate schedules, and prepare status reports for leadership. They will assist in resolving project issues with the project managers and business teams, monitor progress and develop resolutions to meet productivity, quality, and customer satisfaction goals and objectives.

This role is distinguished from other project management positions as it includes greater ownership of cost and schedule performance, reporting and tracking, project initiation and closeout tasks, and ongoing oversight and administration.

This position will work a 9/80 schedule, with every other Friday off.

Job responsibilities include, but are not limited to, the following:

Leadership, Stakeholder Engagement & Influence

  • Regularly interface with Facility leadership, Department managers, and regional and cross-regional senior leadership
  • Serve as the primary interface for Western Region Facilities and Non-Facilities leadership (business unit, program)
  • Communicate key points, objectives, and narratives to senior leadership, peers, and facilities and non-facilities organizations
  • Leverage delegated authority and evaluate the necessity, timeliness, and path of escalation

Cross-Regional, Cross-Sector & Site Integration

  • Support across the Western Region and drive cross-regional consistency
  • Cross-sector coordination and intimate understanding of processes/rules and how they apply cross-functionally with both project execution and MOAs.
  • Participate in overall strategy discussions involving space utilization and space needs across the enterprise (U&O)

Governance, Adjudication & Risk Alignment

  • Manage internal project adjudication process as financial delegate
  • Coordinate with Environmental Safety, Health, and Medical (ESHM) Sustainability team to review and adjudicate priority of projects
  • Coordinate/integrate the Infrastructure risk tracking tool to the Long Range Strategic Plan (LRSP)
  • Participate in Change Control Board (CCB) and understand the current state of the organization to ensure the decisions that are being made align with regional objectives and budgets
  • Drive Comprehensive Capital Analysis and Review (CCAR) strategy to project execution – coordination with Regional business management

Financial Planning, Analysis & Capital Management

  • Provide financial and administrative support and analysis to meet project requirements
  • Support the review, analysis, and management of contractor invoicing
  • Conduct budget baseline, funding analysis, cost risk analysis/assessment, and visibility reports
  • Support internal and external reporting and planning requirements, including financial and cost forecasting
  • Support the development of consolidated LRSP and the Annual Operating Plan (AOP)
  • Actively manage both Facilities and Non-facilities capital
  • Provide complete solutions to complex financial, planning, scheduling and project-related issues

Cost, Schedule, EAC & EVMS / Project Controls

  • Manage cost and schedule across multiple projects
  • Utilize and quickly adapt to new cost and schedule management tools
  • Track the execution of budgeted cost of work scheduled (BCWS)
  • Develop, manage, and review financial Estimates at Completion (EAC) as well as Sensitivities
  • Make recommendations to adjust and manage Sensitivities to meet EAC
  • Ability to coordinate project initiation and closeout

Performance Improvement, Strategy & Project Success

  • Drive Projects organization to success utilizing key milestones and overarching philosophy
  • Work cross-functionally to develop strategies to improve project schedule and financial performance based on metrics and support the management and reporting requirement for projects

Reporting, Data Integration & Narrative

  • Actively manage the project performance narrative across multiple organizations
  • Integrate data from multiple systems of record to articulate a cohesive performance narrative
  • Architect logical presentations to accurately and concisely articulate the project status

Preferred Qualifications

  • Experience in the defense industry and knowledge of Northrop Grumman products
  • Experience in Project execution
  • Strong working knowledge of Earned Value Management (EVM) methodologies
  • Prior experience with Northrop Grumman financial planning, reporting, and analysis
  • Experience in project management and associated cost and schedule metric development
  • Experience developing long range strategic planning (LRSP)
  • Understanding of U.S. government cost accounting standards
  • Active DoD/Secret or SCI clearances

Primary Level Salary Range: $146,300.00 - $219,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
