Job summary

Energy Transfer LP in Houston seeks an experienced project manager/engineer to support capital projects through the full lifecycle, from scope and design development to funding requests, procurement, construction oversight and close-out documentation.

The role emphasizes safety, adherence to engineering standards, cost control, and cross-disciplinary coordination with engineering, operations, ROW, legal, environmental and supply chain teams. Travel to project sites is expected.

Qualifications

  • Bachelor's degree in an engineering discipline.
  • 10+ years related experience in pipeline, measurement, facilities, terminals, and/or processing environment.
  • Review project plans for code compliance, safety standards, and good engineering practices.
  • Evaluate project bids and make selections.
  • Maintain personal and public safety, and protect company assets.
  • Excellent communication skills (verbal and written).
  • Self-starter with strong organizational skills and adaptability to changing priorities.
  • Ability to manage multiple high-priority tasks with minimal supervision.
  • Must carry a company-provided cell phone and be available during working hours.
  • Ability to work in both office and field environments.

Responsibilities

  • Meet the project scope, budget, and schedule for liquids and power rotating equipment projects.
  • Execute entire project cycle from scope/design through funding, estimating, submittals, procurement, execution and completion.
  • Prepare budget justifications and participate in budget meetings for approvals.
  • Provide project direction to project teams including controls, engineering design, operations, ROW, legal, and environmental.
  • Guide construction group in construction and inspection activities.
  • Support BD with engineering reports, options/designs, estimates, studies, and client presentations.
  • Provide timely and accurate reporting to stakeholders including operations, customers, and management.
  • Conduct stakeholder meetings and site visits with third-party vendors to define scope and budget.
  • Manage multiple projects across different geographic areas concurrently.
  • Contribute to continuous improvement, lessons learned, and training.
  • Ensure projects adhere to company standards, codes, safety, and best practices.
  • Coordinate with personnel and external vendors for implementation.
  • Work independently and as part of a larger team.
  • Share knowledge and mentor others.
  • Attend department meetings and provide weekly progress reports.

Summary

This position will support capital projects with development of plans and specifications, perform analysis and provide reports on assigned tasks associated with the design and construction of new assets. This position will be responsible for the implementation and support of the entire project cycle for growth projects including scope and design development, request for funding preparation, estimating and submittals, material procurement, execution, construction oversight, and project close-out documentation.

Essential Duties and Responsibilities
  • Responsible for meeting the project scope, budget, and schedule for liquids and power rotating equipment projects.
  • Implement entire project cycle for projects including scope and design development, request for funding preparation, estimating and submittals, material procurement, execution and construction oversight, cost and schedule management and project completion.
  • Prepare budget justifications and attend budget meetings for approval of proposed budgets.
  • Provide project direction to project team members including project controls, engineering design, operations, ROW, legal, environmental, supply chain, etc.
  • Work with and provide guidance to the construction group members in construction and inspection activities.
  • Supports business development (BD) with engineering reports, documentation, alternative options/designs, estimates, studies, capabilities definition, and presentation materials including making presentations to potential and existing client representatives.
  • Provide timely and accurate reporting to project stakeholders including commercial development, operations, outside customers, and executive Management.
  • Conduct stakeholder meetings and site visits while working with third‑party vendors to prepare a project scope of work and budget for assigned projects.
  • Manage multiple projects at various phases in different geographical areas at one time.
  • Take part in continuous improvement activities for growth projects and the development and implementation of MOC's, lessons learned, PSSRs, training, etc.
  • Develop projects that adhere to company engineering standards, code compliance, safety requirements, and other accepted industry engineering practices.
  • Coordinate with company personnel, as well as outside vendors and contractors for project implementation.
  • Ability to work independently as well as within a larger team.
  • Work with company personnel in providing guidance on abilities of existing assets in system expansion projects.
  • Proactively seeks opportunities to broaden and deepen engineering knowledge base and proficiencies and share knowledge with others.
  • The project manager will regularly attend department meetings and provide weekly reports of the project completion progress.

Education and/or Experience, Knowledge, Skills & Abilities:

  • Bachelor's degree in an engineering discipline.
  • 10+ years related experience in pipeline, measurement, facilities, terminals, and/or processing environment.
  • Review project plans & details for code compliance, proper company and safety standards, and good engineering practices.
  • Evaluate project bids and make selections.
  • Maintain a high regard for personal safety as well as that of other employees and contractors on site, in addition to the protection of company assets and the general public.
  • Excellent communication skills (verbal and written).
  • Must be a self‑starter, have good organizational skills and be able to accept constantly changing priorities.
  • Must be able to successfully and simultaneously manage multiple high‑priority tasks and work with minimal direct supervision while staying on schedule and within budget constraints.
  • The requirement to carry a company‑provided cell phone and be available to respond during working and non‑working hours.
  • Must be able to work in, interact and balance a corporate office environment and field operations while maintaining professionalism, courtesy, and tact.
Preferred Qualifications
  • Valid State Driver's License.
  • Professional Engineering (PE) license.
  • Familiarity with DOT 195, ASME, API and ASTM specifications, standards and recommended practices.
Working Conditions

  • Normal office working conditions and field work.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Overnight travel as required for projects.
  • Visits to industrial/manufacturing settings which require appropriate personal protective equipment.
Required experience is commensurate with the selected job level
  • The Engineer level requires a Bachelor's degree in an engineering discipline and 3‑6 years of relevant job‑related experience.
  • The Senior Engineer level requires a Bachelor's degree in an engineering discipline and 6‑10 years of relevant job‑related experience.
  • The Staff Engineer level requires Bachelor's degree in an engineering discipline and 10+ years of relevant job‑related experience.
  • The Principal Engineer level requires Bachelor's degree in an engineering discipline and 12+ years of relevant job‑related experience with a strong preference for a PE license.
