Job summary

Northrop Grumman Aeronautics Systems is seeking a Staff Engineering Planning Analyst – Program Planning and Operations for an onsite role in San Diego, CA. The position leads staffing across Vehicle Engineering/Software, Systems Engineering/Avionics, Test & Evaluation, and Product Support, while maintaining operational cadences and budgets.

The role requires a Secret clearance or ability to obtain, and offers relocation assistance with travel up to 10%.

Qualifications

  • Bachelor’s degree with 12 years’ experience; Master’s degree with 10 years; PhD with 8 years related to professional/military experience.
  • Experience in functional leadership roles.
  • Ability to obtain and maintain a US Government clearance and SAP eligibility.
  • Experience developing and managing processes across large organizations.
  • Experience interfacing with all levels of employees and leadership.
  • Strong Microsoft Office skills (PowerPoint, Word, Excel).

Responsibilities

  • Lead staffing, hiring, and redeployment administrative tasks.
  • Represent AISR&T departments in weekly staffing meetings.
  • Strategize with Program Leadership Team to implement staffing solutions.
  • Organize and facilitate weekly functional and program staffing meetings.
  • Track the start dates of incoming candidates.
  • Pull data, prepare charts, and devise go-forward plans; support University Relations and Recruiting activities.
  • Lead development and implementation of employee development strategies and track training activities.
  • Analyze training currency to ensure certifications do not lapse; track ASTAR and LX mandatory training compliance.
  • Lead EI&E processes, reporting and analyzing staffing, performance, quality, and other engineering metrics.
  • Drive common people processes across AISR&T Engineering teams; execute HR functions and report staffing, growth, skills, and labor rate analysis.
  • Coordinate with EI&E leadership to achieve annual operating plan and long-range goals.
  • Provide support to technical training and skills development with CoTE and EI&E teams.
  • Coordinate proposal reviews and approvals by AISR&T and EI&E stakeholders.
  • Coordinate, author, and deliver weekly and monthly status reports to EI&E Leads.
  • Execute projects in support of AISR&T EI&E as tasked by the EI&E Leads.

Key Responsibilities

Basic Qualifications
  • Bachelor’s degree with 12 years’ experience; Master’s degree with 10 years’ experience; PhD with 8 years’ experience related to professional/military experience.
  • Experience in functional leadership roles.
  • Ability to obtain and maintain a US Government clearance and Special Access Program (SAP) within a reasonable amount of time as determined by business needs prior to employment.
  • Experience developing and managing processes across large organizations.
  • Experience interfacing effectively with all levels of employees and leadership.
  • Strong Microsoft Office skills (PowerPoint, Word, Excel).
Preferred Qualifications
  • Strong Atlassian suite skills (Jira, Confluence).
  • Proven experience supporting an Engineering Section, Department, Assistant Department Manager, or Staffing Lead.
  • In‑depth knowledge of the NGAS Engineering organization and its operation.
  • In‑depth knowledge and experience with the NGAS resource management process.
  • Previous experience supporting broad initiatives led by VP, Director, or DM.
  • Excellent organizational, verbal, and written communication skills, plus project management, analytical, planning, and presentation skills.
  • Experience developing and executing executive‐level presentations and briefings.
  • Microsoft Teams experience.
  • Current and active DoD Secret Clearance and ability to obtain and maintain Special Program Access.
Salary and Benefits

Primary Level Salary Range: $161,000.00 – $241,400.00. Compensation will be based on qualifications, education, experience, and market conditions.

Benefits include health insurance, life and disability insurance, savings plan, company‑paid holidays, paid time off for vacation or personal business, overtime, shift differential, discretionary bonus, and potential long‑term incentives for senior positions.
