Job summary

The Department of Consumer and Worker Protection (DCWP) in New York City seeks an experienced Staff Counsel to join the General Counsel Division. You will initiate, investigate, and litigate cases at OATH and in state court against licensees and businesses that violate NYC consumer protection laws.

Reporting to the Associate General Counsel, you will conduct legal research, draft memoranda and settlement agreements, manage case projects, and support agency outreach.

Qualifications

• Admitted to the New York State Bar; and either 2 or 3 below.
• One year of satisfactory United States legal experience after admission; or six months as Agency Attorney Interne (30086).
• Incumbents must remain members of the New York State Bar in good standing during employment.

Responsibilities

• Investigate and prosecute businesses engaged in illegal conduct, including online and web-based industries.
• Identify unlawful conduct for potential investigation and litigation, and develop investigation plans.
• Oversee industry-specific regulatory compliance projects and rulemakings.
• Develop large-scale regulatory enforcement plans.
• Perform legal research and draft memoranda on legal issues facing the agency.
• Draft general correspondence and legal documents to respondents, counsel, businesses and consumers.
• Conduct depositions, engage in settlement negotiations, and try cases at OATH and state court.
• Draft and negotiate settlement agreements of enforcement proceedings.
• Review external-facing material for agency outreach and trainings.
