Job summary

Northrop Grumman Mission Systems seeks a Staff Chief Engineer / Engineering Program Manager for a production program in the Power/Control Systems unit. This on-site role is based in Sykesville, MD and requires U.S. Secret clearance. You will own cost, schedule, and engineering execution across IPTs to meet objectives.

You will drive the technical plan, manage resources, lead reviews, and collaborate with senior leadership to deliver on-time, within-budget results in a fast-paced environment.

Northrop Grumman Mission Systems\'s Engineering & Science (E&S) Multidomain Sensing, Targeting, and Survivability (MSTS) division is seeking a Staff Chief Engineer to join our team of qualified and diverse individuals. The selected candidate will serve as an Engineering Program Manager (EPM) on a production program within the Power / Control Systems (P/CS) Operating Unit (OU). P/CS programs encompass a large range of customers with Power and Control Systems needs but primarily designs for US Navy platforms at sea. With a long history of serving the fleet, we are excited to expand our team with this opening and continue increasing our support. This position is full-time on-site at our Sykesville, MD location.

What You\'ll Get To Do:

The EPM is accountable for the cost, schedule, and execution of all engineering scope on the program. This role ensures engineering activities are completed on time and within the approved budget and contractual boundaries across all Integrated Product Teams (IPTs). Key responsibilities include driving implementation of the technical execution plan and proactively identifying, securing, and coordinating the engineering resources needed to meet program objectives and commitments.

• Serve as the primary engineering interface to the Program Manager and partnering functional organizations.
• Provide engineering inputs to sector program execution reports and other programmatic reviews.
• Develop, review, and defend engineering proposal estimates and Basis of Estimates (BOEs).
• Oversee Control Account Management (CAM) for all engineering-related control accounts.
• Support CEAC, schedule, and financial updates for engineering scope.
• Lead engineering Page and Line (P&L) reviews to ensure alignment with program objectives and financial targets.
• Facilitate engineering staffing plans and Work Load Forecasts (WLF) in coordination with functional managers.
• Coordinate engineering risk and opportunity identification, tracking, and handling plans across all IPTs.
• The selected candidate will perform in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings.

Basic Qualifications:

• Bachelor\'s Degree with 12 years of experience, a master\'s degree with 10 years of experience, or a PhD with 8 years of experience in Science, Technology, Engineering, Mathematics or related technical fields.
• Experience in systems development, integration, and test across the program lifecycle.
• Demonstrated ability to communicate effectively with technical and non-technical stakeholders, both verbally and in writing.
• Demonstrated success leading high performance, cross-functional technical teams.
• Demonstrated ability to act as the technical point of contact to Executive leadership and/or Customers stakeholder addressing technical requests and translating into actionable deliveries.
• Fluency with developing and executing project schedules.
• U.S. citizenship with the ability to obtain and maintain a U.S. Government Secret clearance. Interim secret clearance required to start.
• Ability to work onsite in Sykesville, MD

Preferred Qualifications:

• Advanced degrees in Science, Technology, Engineering, Mathematics or other related technical fields.
• ≥8years of progressive engineering leadership, with ≥4years in a Chief Engineer or equivalent role on complex, multi-year development programs (i.e., aerospace, defense).
• Experience as an Integrated Product Team (IPT) Lead, Technical lead, or other leadership role in a program office or business function with demonstrated team building, organizational, and interpersonal skills.
• Experience as a Control Account Manager (CAM) managing Earned Value Management System (EVMS) projects.
• Experience in Electrical, Digital, Power, Mechanical Designs or Embedded Processing

Primary Level Salary Range: $169,000.00 - $253,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate\'s experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
