The Judge Group is seeking a Staff Action Officer to support the NLCC at the Pentagon. This role requires active TS/SCI clearance and a background in defense communications, program management, and cross‑agency coordination.

You will draft briefing materials, issue papers, and executive correspondence, coordinate senior‑level meetings, and support program and budget activities in a fast‑paced, high‑visibility environment.

Qualifications

  • Active TS/SCI clearance.
  • Master’s degree in a relevant field.
  • 15+ years in defense communications, IT modernization, or senior staff roles.
  • Expertise in NLCC/NLC3S/SLC3S mission areas.
  • Experience navigating Pentagon processes and drafting executive materials.
  • Experience with JCIDS, DAS, and PPBE processes.
  • Excellent writing and briefing skills.
  • Ability to work independently in high-visibility settings.

Responsibilities

  • Consolidate operational mission requirements for the President, Vice President, Secretary of War, Chairman of the Joint Chiefs of Staff, Combatant Commanders, and other National leaders.
  • Provide engineering/analytical support across NLCC ground, maritime, airborne, space, and cyber infrastructures.
  • Draft briefs, information papers, issue papers, and senior-level correspondence; coordinate working groups and executive forums.
  • Coordinate, schedule, and brief senior leaders via secure VTCs, Teams, and in-person engagements.
  • Develop, review, and integrate program papers; conduct programmatic and financial analysis for budget decisions.
  • Assist in drafting, staffing, and updating DoD Directives, CONOPS, and Reports to Congress related to NLCC.
  • Drive modernization strategies and lead cross-functional coordination across OSW, Joint Staff, Military Services, and mission partners.

Overview

A Senior Information and Communications Technology Analyst is a senior technical, analytical, and program management advisor within the Department of War (DoW) Chief Information Office (CIO) National Leadership Command Capabilities (NLCC) Management Office (NMO) at the Pentagon. The role supports enterprise‑wide modernization, strategic communications readiness, and senior leader decision‑making across NLCC mission areas by integrating information and communications technology expertise, operational experience, and coordinating action-officer functions across the federal enterprise.

Major Duties And Responsibilities
  • Senior Leadership Mission Integration: Consolidate operational mission requirements for the President, Vice President, Secretary of War, Chairman of the Joint Chiefs of Staff, Combatant Commanders, and other National leaders. Identify communications capability gaps, interoperability issues, operational performance, and modernization opportunities.
  • Technical & Analytical Support: Provide engineering‑based assessments and technical expertise across NLCC ground, maritime, airborne, space, and cyber infrastructures. Develop new approaches to improve rapid integration, resiliency, and performance of NLCC systems.
  • Action Officer & Executive Correspondence: Draft high‑quality briefs, information papers, issue papers, and senior‑level correspondence. Lead coordination and technical support for working groups, and executive forums, ensuring timely and mission‑aligned products.
  • Pentagon Operational Support: Coordinate, schedule, and brief senior leaders via secure VTCs, Teams meetings, and in‑person engagements. Represent government civilians at high‑level DoW meetings, providing authoritative NLCC expertise.
  • Program & Budget Integration: Support NLCC Program and Budget Review (PBR) issue teams by developing, reviewing, and integrating issue papers. Conduct programmatic and financial analysis of Program Elements, FYDP changes, and resource profiles to support CIO’s annual budget certification and strategic funding decisions.
  • Policy & Governance Development: Assist in drafting, staffing, and updating DoD Directives, Terms of Reference, CONOPS, Charters, and Reports to Congress related to NLCC and Senior Leader communications.
  • Enterprise Modernization & Stakeholder Engagement: Drive modernization strategies, synchronize technical and acquisition activities, and manage day‑to‑day program delivery in a fast‑paced, high‑visibility environment. Lead cross‑functional coordination across OSW, Joint Staff, Military Services, Defense Agencies and mission partners.
Required Experience & Qualifications
  • Active TS/SCI clearance.
  • Master’s degree in a relevant field (e.g., Military Studies, Computer Information Systems, Engineering, or equivalent).
  • 15+ years of experience in defense communications, IT modernization, systems engineering, or senior‑level staff operations supporting OSW, Joint Staff, Military Departments, or CCMDs
  • Expertise in NLCC/NLC3S/Senior Leader Communications (SLC3S) mission areas.
  • Demonstrated staff officer proficiency navigating Pentagon processes, staffing actions, drafting executive‑level correspondence, and preparing senior leader briefing materials.
  • Experience with JCIDS, DAS, and PPBE processes, including programmatic analysis, issue paper development, FYDP review, and budget certification support.
  • Exceptional writing, briefing, and analytical skills with a track record of producing high‑quality decision papers, policy documents, and senior‑level communications.
  • Ability to work independently with minimal supervision while managing complex, high‑visibility tasks and coordinating across multi‑agency stakeholders.
