This position is with the Nevada Division of Environmental Protection’s Office of Financial Assistance (OFA) located in the Reno office. This position will be underfilling for a Professional Engineer. The OFA administers the Drinking Water State Revolving Fund, the Clean Water State Revolving Fund, and the Nevada Capital Improvements Grant Program. This position will assist drinking water, wastewater, and storm water systems, both publicly owned and privately owned, in funding capital improvement projects to either come into compliance with regulations or maintain their infrastructure. Primary duties will include reviewing and ranking projects as well as the review of preliminary engineering reports, plans and design specifications for projects funded through the program, contracts related to bid solicitation, construction orders and financial draw requests. The position will provide oversight during the entire construction process to ensure expenditures follow federal and state requirements. This position will also need to complete site visits of all funded projects. The position is approximately 75% office work and up to 25% field work. Field work will include day travel to facilities in Northern Nevada and occasional overnight travel to facilities in Rural and Southern Nevada. Associate Engineers perform a broad range of engineering work not requiring licensure by the Nevada State Board of Professional Engineers and Land Surveyors. Associate Engineers are distinguished from Engineering Technicians by greater latitude in the interpretation and application of established engineering criteria, and their technical expertise in the particular program area and/or knowledge acquired in a baccalaureate course of study in engineering or a related discipline. In addition, Associate Engineer duties are typically distinguished from advanced Engineering Technician duties by a greater responsibility for reviewing, interpreting and using judgment to make recommendations and determinations based on data received, organized, compiled and summarized by lower level technical staff including Engineering Technicians.Bachelor's degree from an accredited college or university in civil engineering or closely related engineering field and two years of professional engineering experience; OR Certification by the Nevada State Board of Professional Engineers and Land Surveyors as an Engineer Intern, and two years of professional engineering experience in civil engineering or closely related engineering field; OR two years of experience as a Staff I, Associate Engineer or Supervisor I, Associate Engineer in Nevada State service; OR an equivalent combination of education and experience as described above.Participate in the planning, design, analysis and inspection of construction and maintenance of transportation and highway systems, bridges, and other structures.
