Systems Planning and Analysis, Inc. (SPA) is seeking a deputy program manager to support the Director Submarine Program in planning, management, and execution of defense R&D and manufacturing initiatives.

You will engage with client leadership, coordinate with government and industry stakeholders, and help shape program decisions. The role is based onsite in West Bethesda, MD, with some light travel and a focus on delivering results that matter for submarine platform programs and industrial base

Qualifications

• Bachelor's degree in a STEM or business field.
• 5+ years experience supporting defense manufacturing, Navy shipbuilding, R&D, or other defense programs.
• Experience managing projects or programs, including cost, schedule, and risk.
• Current DoD security clearance - Secret.
• Ability to coordinate across government and industry stakeholders and make actionable recommendations.

Responsibilities

• Provide deputy program management support, assisting in planning, management, and execution of defense R&D and manufacturing programs.
• Coordinate working groups, manage financials and schedules, participate in strategic planning and stakeholder engagement.

The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program, the new SSN-X program (developing the next generation attack submarine), and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. Responsibilities

In this role, you will serve in a deputy program manager capacity as a trusted agent directly supporting client program managers, acting to support all aspects of planning, management, and execution of a growing defense R&D and manufacturing program. In this role, you should expect to act independently and with high initiative, engaging with client leadership and stakeholders to identify needs and take on program challenges. Responsibilities will include working group coordination, financial and schedule management, program strategic planning, stakeholder engagement, and participation in key management activities in support of client leadership decision making.

This position is located primarily onsite in West Bethesda, MD, with the potential for light travel.

In this role, you will also apply a working understanding of systems, mechanical, industrial, marine, or other relevant engineering fields to understand complex component development and manufacturing programs, distill relevant information, and recommend leadership courses of action based on both technical and programmatic requirements and factors.

Qualifications

Required Qualifications:

• Ability to work onsite, up to full time, depending upon client needs
• Bachelor's degree in a STEM or business field
• 5+ years experience supporting defense manufacturing, Navy shipbuilding, research and development, defense acquisition programs, or other relevant initiatives
• Experience managing projects or programs, including cost, schedule, and risk
• Proven ability to coordinate, communicate, and act across multiple government and industry stakeholders, with the ability to simplify complex problems, make actionable recommendations, and independently tackle analytic and managerial challenges
• Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment

Additional Qualifications Desired, but not required:

• Masters Degree in a STEM or business field
• Experience with Defense Acquisition System DoD 5000 series and Navy or DoD program planning
• Experience with and knowledgeable of Navy requirements and program office organizations and processes
• General knowledge regarding composite materials and the associated manufacturing process
• Proficient utilizing Microsoft Office tools such as Word, PowerPoint, Excel, Project, and PowerBI
• Knowledge in software coding language such as Python,or equivalent
• Proficient utilizing business analysis tools like PowerBI, ERP, Excel, or others to analyze data and eloquently communicate to decision makers
