(GMHILL) is a fast-growing woman-owned small business (WOSB) headquartered in Jacksonville, FL, with offices in Alexandria, VA, Virginia Beach, VA, Tallahassee, FL, Panama City, FL, Beaufort, SC, Houston, TX, and Thomasville, GA. GMHILL has nearly 20 years of experience providing clients with a wide range of engineering, architecture, and construction services. We have recent prime experience in facility assessments, building inspections, developing and reviewing D/B RFPs, planning, architecture, engineering, construction management, general construction, and design-build projects for federal defense, civilian agencies, and government entities. Due to current project demands, we are expanding our field staff across all levels.

Position Summary

A GMHILL Sr. Project Manager participates in project selection, pursuit, scheduling, and budget development across various vertical markets and performance contracting entities. Projects include design/build, design/bid/build, general construction, CM, CMaR, and self-performing trades. From capture to closeout, the Project Manager ensures successful project placement throughout CONUS and beyond. This role reports to the Director of Construction.

Key Tasks
  • Participate in opportunity selection and pursuit, assisting marketing with technical writing, scheduling, and planning.
  • Assist in the bid process by soliciting trade contractors, developing estimates, and refining schedules.
  • Finalize and manage project schedules within the performance period.
  • Determine staffing needs, coordinate labor with the home office, and dispatch workers.
  • Inspect and review projects for compliance with plans, specs, codes, and safety regulations.
  • Interpret plans and contract terms for staff, workers, and subcontractors.
  • Review and negotiate subcontractor scopes of work and contracts.
  • Obtain necessary licenses, permits, and approvals.
  • Work with the Superintendent on construction methods.
  • Prepare and submit monthly invoices and weekly safety/status reports.
  • Review job cost reports and develop EAC reports monthly.
  • Implement project quality control programs.
  • Plan to mitigate delays and emergencies.
  • Act as the construction POC from design through closeout, engaging all parties for project success.
  • Support site safety and field personnel.
  • Assist senior staff across divisions as needed.
Education and Training Requirements
  • Bachelor’s degree in Engineering or Construction Management from an accredited university plus 7+ years of experience, or
  • 10+ years of construction management experience, including roles such as Project Manager, Superintendent, SSHO, or Quality Control Manager.
  • Successful project experience with projects valued from $1M to $15M+.
  • Federal Contract Project Manager experience: 7 years (required).
  • Federal construction management: 10 years (required).
  • Excellent communication, organizational, and leadership skills.
  • Ability to read complex blueprints and plans across disciplines.
  • Ability to prioritize and oversee multiple projects.
  • Ability to pass background, drug screening, and security clearance processes.
Additional Requirements
  • LEED AP BD+C certification is a plus.
  • Proficiency with industry software such as ProCore, MS Office, MS Project, and Timberline is highly desired.
  • Certifications: OSHA 10/30, ARC First Responder, USACE Certified Quality Manager.
  • Familiarity with EM385-1-1; able to write AHAs and APPs.
  • Physical fitness to perform inspections and site assessments.
  • Willingness to travel within operational regions.
  • Strong safety commitment and record.
