Job summary

Partner Engineering and Science, Inc. in Seattle seeks a Senior Project Manager to lead the Integrated Facility Solutions (IFS) FCA practice, managing projects from proposal through delivery for building owners and operators.

You will draft scopes, coordinate with clients and internal teams, and ensure projects meet scope, schedule and budget while mentoring junior staff. Strong communication and proposal development skills are essential.

Qualifications

  • Bachelor’s degree in Construction Management, Architecture, Engineering, Facilities Management, or related field.
  • 10+ years of facilities management, building assessments, or related experience.
  • Experience with Facility Condition Assessments and capital planning.
  • Experience developing technical proposals, scopes of work, and fee estimates.
  • Professional credential preferred (PE/RA/PMP), but not required.
  • Willingness to travel and travel readiness.

Responsibilities

  • Manage FCA and similar building assessment projects from proposal to delivery.
  • Consult with clients during proposals to identify drivers and outcomes.
  • Draft scopes, narratives, schedules, and fee estimates for FCA opportunities.
  • Support responses to RFPs/RFIs with technical approach and pricing.
  • Coordinate with relationship managers, staff, and leadership on proposals.

  • Coordinate internal staff, reviewers, subcontractors, and providers.
  • Review data and reports for quality and alignment with objectives.
  • Maintain regular communications with clients and stakeholders.

Summary

Partner is seeking a Senior Project Manager to support our Integrated Facility Solutions (IFS) Facility Condition Assessment (FCA) practice managing projects according to deadlines and within budget, drafting proposal scopes, consulting with clients and coordinating internal staff to perform FCA and similar type projects primarily for building owners and operators. Project management responsibilities also include planning, executing, reviewing, and finalizing projects according to deadlines and within budget. Position includes some responsibility for mentoring junior level staff.

Responsibilities
  • Manage Facility Condition Assessment and similar building assessment projects from proposal phase through final delivery, ensuring projects are completed according to scope, schedule, budget, and client expectations.
  • Consult with clients during the proposal phase to understand project drivers, facility needs, operational constraints, and desired outcomes.
  • Draft technical scopes of work, proposal narratives, assumptions, exclusions, schedules, and fee estimates for FCA and related building assessment opportunities.
  • Support RFP, RFI, RFQ, bid, pre‑authorization, and pre‑approval responses by contributing technical approach, pricing input, schedule assumptions, and project execution strategy.
  • Coordinate with Relationship Managers, technical staff, proposal teams, and leadership to develop strategic and competitive proposal responses.
  • Participate in Go / No-Go evaluations, opportunity strategy discussions, client presentations, and negotiation support as needed.
  • Plan, schedule, and track project milestones, deliverables, staffing needs, and project progress throughout the lifecycle of each assignment.
  • Coordinate internal staff, technical reviewers, subcontractors, and specialty service providers as needed to complete project deliverables.
  • Review field data, technical findings, cost tables, capital planning inputs, and final reports for quality, consistency, and alignment with client objectives.
  • Maintain regular communication with clients and internal stakeholders regarding project status, schedule, scope changes, risks, and deliverables.

  • Familiar with the basic principles of civil, structural, and geotechnical engineering, including construction and maintenance of structures and systems; the Americans with Disabilities Act; Fair Housing Act
Supervisory Responsibilities

Provides assistance such as technical guidance, and/or training to coworkers. Mentors junior level staff and provides technical review of MEP / FLS reports. May coordinate and assign tasks to co-workers within a work unit and/or project.

Qualifications
  • Bachelor's degree from an accredited university in Construction Management, Architecture, Engineering, Facilities Management, Business, or a related field.
  • 10+ years of experience in facilities management, building assessments, construction, consulting, project management, asset management, or related industry preferred.
  • Experience with Facility Condition Assessments, building assessments, capital planning, project management, consulting, and/or client‑facing technical services.
  • Experience developing technical proposals, scopes of work, fee estimates, RFP/RFQ responses, and client presentations strongly preferred.
  • Registered Architect, Professional Engineer, PMP, or related professional credential preferred but not required.
  • Experience leading cross‑functional initiatives, operational improvement efforts, or process standardization efforts preferred.
  • Valid driver's license and ability to travel to project sites as needed.
Physical Requirements
  • Must be able to read, write, speak & comprehend English
  • Must be able to communicate clearly in person and over the telephone
  • Visual acuity adequate to perform job duties, including reading information from printed sources and computer screen
  • Requires frequent bending, reaching, standing, walking, sitting, pushing and pulling exerted regularly throughout the work shift
  • Requires the ability to climb a ladder
Compensation

Salary range: $100,000 to $135,000. This is what we reasonably expect to pay for the role.

The pay scale for this role considers a wide range of factors when making compensation decisions including, but not limited to skill sets, experience and training, licensure and certifications, and other business and organizational needs. Please note, the disclosed pay scale estimate has not been adjusted for the applicable geographic location where the position may be filled.

You may also be eligible to participate in a discretionary incentive bonus program which is dependent on various factors, including, but not limited to individual and organizational performance.
