Job summary

CACI's Space and Sensing Division seeks a Senior Program Manager to lead a flagship RF collection system program, owning cost, schedule, and technical performance. You will oversee a >30-person team across multiple task orders, coordinating with government stakeholders and DPAS-rated suppliers.

The role requires strong systems understanding, customer engagement, and disciplined program execution, with up to 25% travel to supplier facilities and customer sites in the US. On-site in Sterling, VA.

Qualifications

• Bachelor’s degree in engineering, physics, or a related technical field with 10+ years of experience.
• 5+ years of experience managing complex engineering programs (RF, SIGINT, space sensor/payload).
• Demonstrated cross-functional engineering leadership across disciplines.
• Experience with system testing, verification, environmental testing, and vendor management.
• Experience managing program financials, including EACs, funding burn, and cost-type contracts.
• Excellent communication, briefing, and customer-engagement skills.
• US Citizen with active TS/SCI security clearance.

Responsibilities

• Own all aspects of program execution including cost, schedule, technical performance, and risk/opportunity management, with P&L and EAC accountability.
• Drive development and integration of RF collection systems, antenna payloads, and mechanical/electrical assemblies.
• Coordinate vendor engagement, including DPAS procurements, technical evaluations, FAT, and delivery schedules.
• Collaborate with RF, software, mechanical, and test engineers to ensure technical compliance and integration success.
• Oversee performance, environmental, and system-level testing; analyze results and guide corrective actions.
• Prepare and deliver customer progress briefs, monthly program reviews, PDR/CDR packages, CDRLs, and technical reports.
• Maintain disciplined contract management, including task orders, funding burn, and documentation on CPFF/FFP contracts.
• Lead and develop a cross-functional team; manage hiring, performance, and staff development.
• Sustain program readiness by improving test processes and ensuring ITAR/EAR compliance and safety.
• Identify growth opportunities, including scope modifications and recompete positioning.

The Opportunity

CACI's Space and Sensing Division is seeking a Senior Program Manager to lead one of our flagship Special Intelligence RDT&E efforts supporting Space Force mission readiness. The program is a ~$25M/year, >30-person effort 5-10 concurrent task orders responsible for the development, integration, testing, and delivery of advanced RF collection systems, large-aperture antenna systems, and associated software/hardware architectures. The PM will own cost, schedule, and technical performance for high-visibility deliveries, drive execution with Defense Priorities and Allocations System (DPAS)-rated suppliers, serve as the primary interface to government stakeholders, and lead a multidisciplinary engineering team through complex development cycles. The incumbent is transitioning into a new leadership role within the division and will support a structured handoff.

This is a high-tempo leadership role that requires strong systems understanding, customer engagement, and disciplined program execution. The position is on-site in Sterling, VA with up to 25% travel to supplier facilities and customer/integration sites.

Responsibilities

• Own all aspects of program execution including cost, schedule, technical performance, and risk/opportunity management, with P&L and Estimate-at-Completion (EAC) accountability
• Drive development and integration of RF collection systems, antenna payloads, and mechanical/electrical assemblies
• Coordinate vendor engagement, including DPAS-rated (DO/DX) procurements, technical evaluations, site surveys, Factory Acceptance Testing (FAT), and delivery schedules
• Collaborate closely with RF, software, mechanical, and test engineers to ensure technical compliance and integration success
• Oversee performance, environmental, and system-level testing; analyze results, document issues, and guide corrective actions
• Prepare and deliver customer progress briefs, monthly program reviews, design review (PDR/CDR) packages, CDRL deliverables, and technical reports
• Maintain disciplined contract management, including task order execution, funding burn, deliverables, and documentation on a mixed CPFF / FFP contract vehicle
• Lead and develop a cross-functional team, with responsibility for hiring, performance management, and staff development; maintain alignment with customer priorities, and ensure clear communication across stakeholders
• Sustain program readiness by improving test processes, maintaining regulatory and export-control (ITAR/EAR) compliance, and ensuring safety protocols across integration and onsite activities
• Identify and pursue growth opportunities, including scope modifications, technical enhancements, follow-on efforts, and recompete positioning

Required Qualifications

• Bachelor's degree in engineering, physics, or a related technical field, and 10+ years of relevant experience
• 5+ years of experience managing complex engineering programs (RF, SIGINT, space sensor/payload, or related DoD/IC development efforts)
• Demonstrated experience leading cross-functional engineering teams
• Experience with system testing, verification, environmental testing, and vendor management
• Experience managing program financials, including EACs, funding burn, and cost-type contract execution
• Excellent communication, briefing, and customer-engagement skills
• US Citizen with active TS/SCI security clearance

Desired Qualifications

• Master's degree in a relevant field (Electrical, Computer, Aerospace, or Mechanical Engineering (ABET-accredited))
• PMP Certification
• 7+ years of systems/program management experience supporting SIGINT, Space, or RDT&E programs
• Direct experience with antenna systems, RF/sensor systems, and system-level integration and test workflows
• Ability to interpret technical test data and drive root-cause analysis and corrective action
