Northrop Grumman Defense Systems is seeking a Project Management for National Space Intelligence Center (NSIC) facility, logistics, and supporting digital/IT operations. The Project Management oversees the operational aspects of NSIC Operations and Facility projects and acts as the primary liaison between S4/6 leadership, project teams, line management, and external mission partners (e.g., NASIC, DCMA, base support agencies). This role manages complex programs and initiatives spanning facilities modernization, seating and space utilization, SCIF security integration, and digital services, ensuring continuity of NSIC mission operations during change.

Key Duties and Responsibilities

Facilities, Logistics & Project Execution

  • Oversee and manage the operational aspects of NSIC facility and logistics projects, including renovations, build-outs, and space reconfigurations.
  • Serve as S4/6 liaison to NASIC/base civil engineering and construction managers to ensure NSIC operational facility concerns, space utilization, and specialized requirements (SCIF, mission systems, secure communications) are fully communicated and incorporated.
  • Plan, sequence, and track personnel moves, furniture reconfigurations, and temporary relocations to minimize mission degradation during construction or maintenance.
  • Coordinate with supply chain, vendors, and base support elements for furnishings, equipment, and services required to execute NSIC facility and logistics projects.

Cross-Agency Integration (IT/Digital Services & Security)

  • Coordinate closely with NSIC, NASIC, and other mission partners to synchronize installation and integration of IT and digital infrastructure (networks, end points, collaboration tools) with facility work and project milestones.
  • Partner with NSIC and NASIC Security and Mission Assurance teams to identify, track, and mitigate physical, SCIF, and operational security risks that arise from facility projects, renovations, or incidents.
  • Support implementation of new processes and tools that strengthen facility, logistics, and digital services integration and improve resilience of NSIC operations.

Operations, Governance & Reporting

  • Serve as liaison between program management, planning, project teams, and line management for NSIC Operations and Facility projects.
  • Develop and maintain integrated plans and schedules; review status of projects and budgets; prepare routine and ad hoc status reports and executive-level briefings for NSIC leadership.
  • Develop mechanisms and metrics for monitoring project progress (cost, schedule, performance, risk) and for intervention/problem solving with internal and external stakeholders.
  • Coordinate with Defense Contract Management Agency (DCMA) and other oversight entities as required for facility and logistics activities affecting NSIC contracts or compliance.
  • Perform and support periodic self-governance / quality audits, tracking and reporting Mission Assurance or equivalent quality data to S4/6 leadership.
  • Resource & Stakeholder Management
  • Direct and coordinate cross-functional teams (security, facilities, IT/digital services, logistics, operations) to meet cost, schedule, and technical performance objectives for NSIC projects.
  • Support workforce and resource planning for facility and logistics efforts; identify and elevate resourcing gaps or constraints.
  • Lead or support customer and stakeholder meetings, including agenda development, documentation, action-item tracking, and follow-through to closure.
  • Engage with mission partners and internal customers to understand requirements, manage expectations, and maintain high levels of customer satisfaction.
Basic Qualifications
  • Bachelor’s degree with 8 years related experience in project management OR a high school diploma with 12 years related experience.
  • Demonstrated experience overseeing the operational aspects of projects that involve facilities, logistics, or operations support in a secure or DoD environment.
  • Experience serving as a liaison across multiple functional areas (e.g., engineering, security, facilities, IT, operations) to deliver integrated outcomes.
  • Demonstrated ability to develop and manage project schedules, budgets, and status reporting using standard office tools (Excel, PowerPoint, Word; project/scheduling tools preferred).
  • Experience identifying project issues and developing/implementing resolutions to meet productivity, quality, cost, schedule, and customer-satisfaction goals.
  • Ability to obtain and maintain a DoD Secret (or higher) clearance and any additional access required to support NSIC facilities and SCIF operations.
  • Strong organizational, verbal, and written communication skills; proven ability to brief leadership and coordinate with diverse stakeholder groups.
  • Must have an active TS/SCI security clearance.
Preferred Qualifications
  • Experience managing Operations and Facility projects on an operational installation or intelligence center (e.g., NASIC/NSIC or similar environments).
  • Experience working with Mission Assurance, quality audits, or self-governance processes, including tracking and reporting key metrics to leadership.
  • Background in SCIF facility requirements, physical security, or secure IT/digital infrastructure deployments.
  • Familiarity with project forecasting tools and/or Earned Value Management (EVM) concepts.
  • Experience with continuous improvement, cost-reduction, or process-improvement initiatives in an operations or facilities context.
