The Senior IT Program Manager oversees multiple enterprise-level information technology projects, ensuring they are executed efficiently and effectively throughout the full project life cycle—from initiation through closure. This role includes project planning, resource allocation, risk and financial management, vendor coordination, and close collaboration with cross-functional teams. The ideal candidate is a seasoned leader with deep project management expertise and strong understanding of enterprise IT functions, including corporate systems and user experience design. The position reports to a department manager or director and plays a pivotal role in driving innovation and operational excellence.
Key Responsibilities
- Lead the planning, design, execution, and monitoring of multiple capital and/or O&M (Operations & Maintenance) IT projects
- Coordinate across internal teams, including IT, user experience, and design, especially for projects involving intranet and dotcom redesign
- Assemble project teams, assign responsibilities, develop detailed project plans, and manage schedules to ensure timely delivery
- Facilitate team charters, problem-solving sessions, and process improvement initiatives
- Ensure application of project management best practices and principles across all assigned projects
- Develop and present business cases, project justifications, and solution proposals for critical business issues
- Monitor project budgets, risks, safety, scope, compliance, and quality using benchmarks and metrics
- Develop technical specifications and coordinate procurement processes including contract negotiation, vendor management, and invoice approvals Oversee QA/QC compliance, code compliance, and monitor on-site design and construction activities
- Approve design documents and coordinate conceptual and detailed design reviews
- Communicate issues and project strategies to all stakeholders, including senior management
- Develop and implement testing procedures and document key business processes
- Analyze project data and generate comprehensive reports
- Ensure alignment with corporate governance and risk management practices
- Support continuous improvement of project management processes and tools
- Perform additional duties as assigned
Required Qualifications- Project Management Professional (PMP) certification
- Extensive knowledge and application of project management methodologies and tools
- Proven ability to manage complex, large-scale IT projects with minimal supervision
- Strong experience in project planning, budgeting, scheduling, and reporting
- Excellent communication skills, with the ability to influence and collaborate across departments and leadership levels
- Experience coordinating design, procurement, and construction phases of projects
- Ability to analyze schedules, identify critical paths, and calculate project float
- Familiarity with IT governance, enterprise systems, and user-centered design principles
