Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Sr. Electrical Engineer for their Vancouver, WA location. This position is located within the Substation Project Engineering organization, which is responsible for providing technical leadership for substation projects for the scoping, design, construction and closeout phases. Project engineers work closely with planning engineers, asset/program managers, project managers and contracting officers, and serve as the link between those personnel and scoping and design teams. Project engineers have primary leadership roles during the scoping phase of projects. Project engineers also provide consulting services to Transmission Planning and other organizations to provide what-if analysis and feasibility studies for projects in planning phases. Project engineers provide technical leadership during the design phase of projects and provide an important service in the resolution of technical problems, disagreements and scope changes.

Key Responsibilities for Sr. Electrical Engineer:
  • Serve as Project Engineering Electrical Engineer on multiple projects in collaboration with senior management, Asset Management, Substation Engineering, civil and structural engineering groups, environmental and cultural resources, real property management and other subject matter experts and representatives, providing expert project engineering and project scoping guidance.
  • Receive and review preliminary project documentation, such as the Concept Design Document, the Asset Plan Item document, and other associated documents; validate Bundle ID’s; and obtain project Work Orders (WOs) as appropriate per established process.
  • Provide background information, technical input, options and recommendations that facilitate project decision-making. These decision-making sessions include the "Stage Gate 0 Review" with the Portfolio Management Team and meeting with the Construction Decision Team leading to Stage Gate 3.
  • Arrange, coordinate and facilitate site visit(s) for the scoping project team and other essential personnel, which may include the asset manager (AM), customer service engineer (CSE), execution project PM, planning engineer, the design team, and as many local field personnel as can be logistically arranged.
  • Facilitate site visit(s) and walkthrough(s) for scoping team and other appropriate interested parties. Site visits must include accommodation for a project scoping meeting, which will follow a strategic PE-drafted agenda; assess current state cost, schedule and funding project estimates vs. the realities revealed by site visit and walkthrough.
  • Facilitate regular scoping team meetings and coordinate activities of sub-teams and other technical resources.
  • Facilitate, assist and shepherd the project scoping team members with completion of the Concept Design Document (CDD), collaborating with non-design groups for non-design CDD information; distribute CDD and associated attachments and links (drawings, designs, etc.) to the scoping team, including the Asset Manager, assigned PM, CSE, and Planning, for comment and correction. Continue until comments / concerns are resolved and the CDD is complete; lock CDD and request meeting with the PDT, forwarding the CDD and access to project documentation; cc’ the Asset Manager, CSE, project execution PM, and Planning.
  • Respond as appropriate to Project Definition Team (PDT) decision(s) as per procedures. Responses may include revising the CDD to address PDT concerns with inadequate project scope, technical issues, missing or inadequate data on the CDD; initiating the Capital Investment Acquisition Process (CIAP); or continuing through the CIAP process with minor changes or noted potential obstacles.
  • Submit request for design determination to CDT, complete the online form and attach Project Requirement Diagrams (PRDs), the CDD and access to associated designs and documentation.
  • Send notification to appropriate internal design organization Supervisors for Design Determination (in-house vs. contract) prior to requesting Stage Gate 3 Estimating via SharePoint request.
  • With completed, approved and finalized project documentation, approval documentation and estimates, submit request for Stage Gate 3 Project Review meeting, including all procedural required project documentation.
  • Serve as point of contact for the assigned PM and project team, providing technical input and recommendations, developing and/or reviewing Statements of Work (SOWs), coordinating technical SME communication and other technical / electrical engineering support.
  • Complete and facilitate technical scoping efforts for high voltage (69kV-500kV) substation projects including, but not limited to, new greenfield substations, bay additions, bay modifications, transmission line re-terminations, bus replacements and re-routes, and high voltage equipment replacements.
Requirements / Qualification for Sr. Electrical Engineer:
  • A Bachelor’s Degree in Electrical Engineering or other closely related Engineering field is required.
  • With an applicable Bachelor’s degree, 10 years of experience is required.
  • Experience should include project management experience closely related to some or all the following (High Voltage Substation, Telecommunication system or high voltage transmission line systems).
  • 3 years working knowledge of High voltage systems, System Control, Communications, Relay planning, functional and technical specifications in a typical electric power system.
  • Valid U.S. Driver’s License is required.
