Job Summary:

1. Assist in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports.
2. Assist in preparing cost data for projects, proposals, and contract negotiations.
3. Manage scope changes effectively.
4. Determine scope definition requirements for a discipline or specialty and coordinate with Engineering and other sources to produce required data, conforming to the overall estimate preparation plan.
5. Develop quantity takeoffs for disciplines or specialties using defined documents or assumptions, and verify quantities provided by others.
6. Develop and apply unit rates (cost and job hours) to quantity takeoffs and other developed quantities within a discipline or specialty.
7. Prepare specific budgets according to prescribed standards and procedures.
8. Prepare and coordinate cost reports.
9. Collect and classify cost engineering data.
10. Perform data analysis and development.
11. Perform additional duties as directed by the Project Manager, Supervisor, or Manager.
12. Candidate must be a US Citizen.
13. Knowledge of capital and services costs.
14. Knowledge of scope change management.
15. Intermediate knowledge of engineering, procurement, contracts, construction, and startup processes.
16. Proficiency in using discipline-specific software applications.
17. Demonstrated skill in identifying, analyzing, and providing innovative solutions to cost problems.
18. Knowledge of financial reporting systems, controller account codes, and understanding of Project Controls, including Project Financial Status Reports and Earned Revenue Data.
19. Bachelor's degree in engineering, Construction Management, or a related field, with 7-10 years of relevant industry experience.
20. Knowledge of basic computer applications such as Excel, Word, and PowerPoint.
21. Strong communication skills, both oral and written.
22. Leadership and organizational skills.
23. Cost engineering or project management certification is preferred; if not held, certification must be attainable within one year of employment.
24. Willingness to travel occasionally to Wiesbaden, Germany.

Physical Requirements and Work Conditions:

1. Work is typically performed in a remote, office environment.
2. Prolonged sitting and standing.
3. Walking and climbing on construction sites may be involved.
4. Occasional travel to Wiesbaden, Germany.
