Job summary

Targa Resources Corp. is seeking a Sr. Environmental Specialist to join the Air Projects team. The role focuses on leading air permitting from conception through completion, coordinating with engineering, operations, and compliance to support business objectives.

Responsibilities include regulatory analyses, project management, and preparing permit applications. Travel to plants is expected, with locations including Midland, Houston, Dallas, Tulsa, Okla City, or similar sites.

Qualifications

  • Bachelor's degree is required.
  • B.S. in Engineering, Environmental Science, or related field preferred.
  • 8+ years air permitting or 5+ years environmental compliance experience.
  • Solid understanding of state and federal oil and gas regulations.
  • Strong written and oral communication skills.
  • Ability to organize work with limited supervision.
  • Proficient in Microsoft Office; Excel at an expert level.
  • Authorized to work in the U.S. full-time.
  • Willingness to travel and work at plant sites.

Responsibilities

  • Lead Title V and NSR permitting for oil and gas facilities.
  • Perform regulatory analyses to apply rules to projects.
  • Collaborate with engineering, operations, and commercial teams.
  • Communicate permitting requirements to internal and external stakeholders.
  • Engage consultants on air permitting projects as needed.
  • Support compliance audits and resolve environmental issues.
  • Maintain knowledge of current and proposed regulations.
  • Prepare air emissions calculations and permit applications.
  • Maintain training materials and SOPs related to air permits.
  • Support air permit data in environmental management systems.
  • Perform other duties as assigned.

POSITION SUMMARY

Targa Resources Corp., a midstream natural gas company, has an immediate opportunity for a Sr. Environmental Specialist in the Air Projects team which focuses on working with commercial, engineering, and operations to deliver the company’s business objectives. This job will see air permitting projects from conception through completion and requires strong communication skills to effectively work with personnel across the company. The position also works with the Corporate Environmental Compliance team to help implement new programs across the company. This position can be located in Houston, Dallas, Tulsa, Oklahoma City, or Midland and will report to the Manager, Air Quality.

JOB RESPONSIBILITIES
  • Title V and New Source Review Permitting – determine permitting mechanism for new projects and complete permitting for new and modified oil and gas facilities.
  • Regulatory Analysis – complete regulatory analyses to determine how a rule applies to new and modified oil and gas facilities.
  • Collaborate directly with engineering, operations, and commercial to deliver business objectives
  • Communicate effectively to different levels of company on permitting and regulatory requirements.
  • Communicate effectively with outside organizations on permitting objectives and basis.
  • Engage and manage consultants on air permitting projects, as needed.
  • Provide assistance as an air permitting SME in compliance audits and resolving issues concerning environmental compliance, as needed.
  • Maintain a working knowledge of existing and proposed regulations that affect the oil and gas operations through training classes, lunch and learn, and conference attendance.
  • Prepare air emissions calculations and air quality permit applications.
  • Compile and maintain training material and standard operating procedures related to the preparation of air emissions calculations and air quality permit applications.
  • Assist with the upkeep of air permit information in an environmental management information system.
  • Other duties as assigned.
MINIMAL ESSENTIAL QUALIFICATIONS
  • Bachelor's degree is required
  • B.S. in Engineering, Environmental Science, or related degree program, such as Chemistry, is preferred
  • 8+ years of air permitting experience or 5+ years of environmental compliance experience
  • General understanding of state and federal regulations that impact the oil and gas industry
  • Strong written and oral communication skills.
  • Ability to organize and work self-sufficiently given direction and resources.
  • Intermediate level desktop computer skills using Microsoft Office – Outlook, Word, Powerpoint.
  • Expert level desktop computer skills using Microsoft Excel.
  • Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
  • Physical ability to work in the plant site and accompany regulators on plant tours.
  • Ability to travel away from Houston overnight periodically, as needed.
  • Regular and reliable attendance.
PREFERRED QUALIFICATIONS
  • 8+ years of air permitting experience, or 10+ years of environmental compliance experience would be considered for Sr. level role.
  • Air permitting experience in the oil and gas industry, or consulting environment
  • Air permitting experience in Midwest region: Kansas, New Mexico, North Dakota, Oklahoma, and Texas
  • Strong computer skills using simulation programs including PROMAX, GRI-GLYCalc, and AMINECalc.
  • Demonstration of effective project management skills
  • Ability to interface effectively with all levels within the company as well as organizations outside the company (regulatory agencies, contractors, consultants).
