Job summary

Vantor seeks a qualified Spectrum Management Specialist to join the Space Force program, delivering frequency use plans and certifications in accordance with DoD, NTIA and ITU standards. You’ll coordinate with Space Vehicle, Launch Vehicle and Grounds teams to ensure regulatory compliance and successful program execution. U.S.

citizenship and an active clearance are required. This is full-time, on-site in the Los Angeles area (El Segundo).

Qualifications

  • US citizenship and active security clearance required (Secret with potential TS/SCI)
  • Bachelor’s degree in electrical/computer/aerospace engineering
  • 8+ years of experience with space electrical or space communication systems
  • Knowledge of spectrum supportability strategy for space systems
  • Familiarity with DoD/DAF policies and processes and strong written/verbal communication skills
  • Full time, on-site in the Los Angeles area

Responsibilities

  • Consult SSC programs to obtain spectrum certifications and ITU registrations per DoD/DAF policies
  • Serve as an expert authority on spectrum management and radio frequency for space systems
  • Provide end-user support, guidance, and training on spectrum management and radio frequency authorizations
  • Develop radio network designs and maps, using frequency management tools for AFSMO submissions
  • Coordinate National Spectrum Strategy initiatives and spectrum relocation fund activities

At Vantor, you’ll work with the U.S. Space Force as part of the effort to define and manage an integrated system-of-systems space enterprise, specifically focused within SSC’s Spectrum Management Office. Within this role, you will be pivotal in ensuring regulatory compliance by assisting in the development and delivering Frequency Use Plans in accordance with Department of Defense (DoD), National Telecommunication and Information Administration (NTIA) and International Telecommunication Union ITU) standards. You will work closely with our Space Vehicle (SV), Launch Vehicle (LV) and Grounds Systems design teams, coordinating and securing frequency certifications essential for program success. This role requires a strong communicator with a keen eye for regulatory details and a proactive approach to cross-functional collaboration. Duties
  • Consultant and advocate for SSC programs to obtain spectrum certification (DD1494), request for frequency assignment (RFA), spectrum supportability risk assessment concurrence and International Telecommunication Union (ITU) registration in accordance with Department of Defense (DoD) and Department of Air Force (DAF) policies, principles, and disciplines.
  • Serve as an expert technical authority on spectrum management, radio communications, frequency engineering, and protection of radio frequency spectrum as applicable to space systems.
  • Resolves problems and end user support, guidance, and training as required relative to all aspects of spectrum management, submission of frequency request, and management of SSC's radio frequency cases and submission request for radio frequency authorizations application/proposals to the Air Force Spectrum Management Office (AFSMO).
  • Manage spectrum supportability strategy submissions, ensuring accuracy by developing radio network engineering designs, maps and block diagrams for customers while using the latest frequency management automation systems for timely submission to AFSMO for processing and forwarding to National Telecommunications Information Administration (NTIA).
  • Manage and coordinate the National Spectrum Strategy Spectrum Relocation Fund initiatives for allocating available federal frequency spectrum for commercial industry. Participate in the mission impact and resolution studies to established spectrum supportability strategies for SSC programs.
Minimum Qualifications
  • Must be a US citizen with a Secret clearance; with the ability to obtain a TS/SCI clearance.
  • Bachelor’s degree in electrical engineering, computer engineering, or aerospace engineering
  • 8+ years of experience with space electrical systems or space communication systems.
  • Knowledge of the spectrum supportability strategy requirements applied to the development, design, test and/or operational for space systems.
  • Knowledge of U.S. Space Force Acquisition process in accordance with DoD and DAF policies and procedures.
  • Excellent written and verbal communication skills.
  • Full time, On-Site support in Los Angeles area.

Starting pay for this role will fall within the listed range and will be based on factors such as experience, qualifications, skills, location, and market conditions. Candidates who meet the minimum requirements for the role should not expect to receive compensation at the top of the range. The listed range reflects the expected pay for this position, and final offers will be determined based on each candidate’s experience, expertise, and alignment with the role.

  • The base pay for this position within California is: $147,000.00 - $196,000.00 - $215,600.00 annually.

For all other states, we use geographic cost of labor as an input to develop market-driven ranges for our roles, and as such, each location where we hire may have a different range.
