Job summary

CACI International Inc. is seeking a Special Technical Operations Security Manager to lead STO and SAP security across command headquarters and facilities.

The role requires active TS/SCI clearance and extensive experience in security program management, access control, and system administration for IJSTO environments. You will work on multiple programs, develop procedures, and coordinate with senior leaders to ensure compliance, training, and readiness while supporting national security

Qualifications

• Active TS/SCI clearance required.
• Bachelor's degree in a relevant field.
• 5+ years of STO/SAP security management experience at CCMD/Service/Joint/OSW/DoD level.
• Experience briefing senior-level decision makers (GO/FO/SES).
• Graduate of PDAS Operators Course.
• Experience using defense clearance and access verification systems for IJSTO/SAP programs.

Responsibilities

• Provide security and classified network SME for STO personnel and facilities.
• Deliver full security manager support: automation, disclosure, operational, personnel, physical, and technical security.
• Serve as security representative for SAP and IJSTO during day-to-day operations.
• Develop access control procedures for IJSTO facilities and implement SOPs.
• Provide system administrator support on IJSTO systems.
• Manage security activities: SAP nominations, clearance tracking, IJSTO billet admin, training.
• Oversee access control for IJSTO/SAP facilities.
• Direct STO information classification, safeguarding, and accountability.
• Lead incident reporting, response, and damage assessments.
• Conduct security training to maintain STO compliance and readiness.

Responsibilities

• Provide security and classified network subject matter expertise for command headquarters and Component STO personnel and facilities.
• Provide a full range of security manager support to include automation, disclosure, operational, personnel, physical, and technical security.
• Serve as a special security representative for special access programs (SAP) and IJSTO that includes day to day security operations for STO and SAP facilities.
• Develop and implement access control procedures for IJSTO facilities which can include the development of requirements, installation of equipment, and instituting appropriate standard operating procedures.
• Provide system administrator support on IJSTO systems.
• Implement security activities such as security clearance tracking, Special Access Program Nomination Process (SAP-NP), IJSTO Billet administration, and training.
• Manage access control for IJSTO/SAP facilities.
• Manages classification, safeguarding, and accountability of STO information.
• Directs incident reporting, response, and damage assessments for STO-related security incidents.
• Conducts security training and awareness to maintain STO compliance and readiness.

Qualifications

Required

• Active TS/SCI clearance
• Bachelor's of Arts/Science in a relevant field
• 5 years experience managing STO and/or SAP security requirements at a CCMD, Service Component Command, Joint Task Force, OSW, or Department level
• Demonstrated experience briefing or delivering written concepts to executive/senior-level (GO/FO/SES) decision makers
• Graduate of PDAS Operators Course
• Demonstrated experience utilizing defense clearance and access verification systems in support of IJSTO, SAP, or other compartmented activities and programs.

Desired

• IJSTO or SAP Planners Course completion
• Graduate of DoW, IC and/or Service Security training or certification (e.g. CDSE SAP Personnel Security Official Course, ODNI ICD 705 Physical Security Course, CDSE Orientation to SAP Compliance Inspections Course, CDSE SAP Mid-level Security Management Course, Security Fundamentals Professional Certification and Special Programs Security Credentials,
• 8+ years experience managing STO and/or SAP security requirements

The Proposed Salary Range For This Position Is

$71,500 - $150,200
