Job summary

Clackamas ESD seeks a part-time Supervisor to support the instructional program for students in therapeutic and special programs. The role focuses on program improvement, compliance with state and federal standards, and regular classroom presence with students and staff.

The incumbent will lead in planning personnel and resources, participate in IEP processes, and supervise staff while ensuring high-quality instruction and safe learning environments. Salary starts at $57,674–$63,024 for 0.5 FTE.

Qualifications

  • Understand IEPs, special education law, and best practices for students with behavioral lagging skills.
  • Plan and organize personnel, fiscal, and technological resources to enable students to receive a Free Appropriate Public Education in the Therapeutic Programs.
  • Assist in placing and enrolling eligible students into Therapeutic programs; collect data on individual student needs; complete student observations; work with local school districts and parents; attend placement meetings, as assigned.
  • Acts as the CESD representative at IEP team meetings, as assigned.
  • Assist in promoting the use of the most effective and appropriate technologies to support teaching and learning for students served in the program, including augmentative communication and assistive technology.

About the program

We bring an educational team of teacher and coach to the Parrott Creek Ranch , a residential program for youth who are stepping out of incarceration or who are returning from residential placements outside of Oregon. These professionals are supervised and supported by the administrative team at Heron Creek.

About this position

The Supervisor assists the Assistant Director/Director in managing the instructional program for students enrolled in CESD's Therapeutic Programs, and Special Programs. The Supervisor supports program improvement activities and assists in the District's compliance with state and federal standards pertaining to special education. The Supervisor prioritizes and manages time to be regularly in classrooms with students and staff. The Supervisor contributes to a program culture and instructional program conducive to student learning and staff professional growth.

Essential functions
  • Understand and know IEP's, special education law and best practices in the area of education for students with behavioral lagging skills.
  • Assists the Assistant Director in planning and organizing personnel, fiscal, and technological resources to enable students to receive a Free Appropriate Public Education in the Therapeutic Programs
  • Assists the Assistant Director in placing and enrolling eligible students into Therapeutic programs; collects data on individual student needs; completes student observations; works with local school districts and parents; and attends placement meetings, as assigned
  • Acts as the CESD representative at IEP team meetings, as assigned
  • Assists in promoting the use of the most effective and appropriate technologies to support teaching and learning for students served in the program, including augmentative communication and assistive technology
  • Participates in establishing program goals, gathers data on instructional improvement needs, and assists in professional development, supervision of instruction and related services including behavior, motor, and speech-language
  • Supervises the implementation of established program-specific procedures and directives and participates in systematic oversight strategies to monitor compliance with program procedures
  • Assists in supervising the daily operation of the program; fulfills delegated responsibilities to maintain safe, efficient, and effective learning environments
  • Administers all program functions in compliance with state and federal special education laws, and CESD and department policies
  • Provides input to the Assistant Director in developing program budgets, and recommends expenditures within budget appropriations
  • Participates in recruitment, selection, and assignment of program personnel
  • Communicates with staff within the role and strategies agreed upon with the Assistant Director and the Director
  • Supervises and evaluates the performance of licensed and classified employees
  • Develops positive working relationships with parents, component school districts, and community partner agencies
  • Operates the program within the conditions, procedures, and practices established in the labor contracts
  • Participates as a member of the department's leadership team
  • Collects and maintains accurate record; including students' education files and applicable personnel documents, as assigned
  • Informs the Coordinator of significant issues that may impact the program, CESD, or component school districts
  • Master's degree in Education
  • Appropriate administrative and special education license as required by Teacher Standards and Practices Commission
  • Recent successful special education teacher or special education administrative experience in public education
  • Working knowledge of best instructional practices and curriculum for students with significant cognitive disabilities and/or significant social/emotional/behavioral disabilities
  • Working knowledge of current state and federal laws, policies, administrative rules, and model programs related to implementation of the education goals set forth in IDEA
  • Proven excellence in interpersonal skills and communication
  • Demonstrated ability to use judgment in the analysis of facts to formulate recommendations for courses of action
  • Demonstrated skill in prioritizing multiple, complex tasks, and managing time to fulfill a laser like focus on established goals
  • Demonstrated ability to compose and produce clear, coherent professional documents
  • Demonstrated ability to facilitate groups in meetings and workshop settings
  • Demonstrated ability to work with a team toward common goals

Range 9 of the meet and confer salary schedule: The below schedule is based on a 1.0 FTE, but this position is a 0.5 FTE.

Retirement plan contributions

Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
