Job description

Position Title

Special Police Officer 1

Primary Responsibilities
  • Conduct routine patrols of facilities, grounds, and common areas.
  • Maintain a visible presence to deter unauthorized activity and identify safety hazards.
  • Respond to daytime disturbances, support needs, and emergencies promptly.
  • Use de‑escalation strategies and trauma‑informed practices in crisis situations.
  • Request EMS, clinical teams, or law enforcement support when necessary.
  • Complete detailed daily patrol logs and accurate incident reports.
  • Monitor entrances and exits, enforce visitor protocols, and support enforcement of rules regarding curfews and contraband.
  • Assist staff during behavioral episodes or high‑risk procedures and escort residents, visitors, or staff when needed.
  • Maintain compliance with Maryland State Police regulations and agency policies.
  • Ensure Special Police Commission and CPR/First Aid certifications remain current.
  • Participate in required staff meetings, training, and safety inspections.
  • Enter shift reports into Redline Software or email them to hr@holbrockestates.org by the end of the shift.
  • Maintain the Safety Binder, facilitate annual external inspections, conduct quarterly self‑inspections, and track all inspection reports.
  • Conduct and coordinate emergency drills, maintain drill records, and provide staff education following drills.
  • Provide emergency shift coverage during call‑outs, assist in community events, site inspections, and compliance reviews.
  • Collaborate with external first responders during crises or investigations and participate in crisis debriefings and safety reviews.
  • Support special projects, audits, and accreditation visits as assigned.
Work Schedule
  • Two standard shifts per week: 10:00 AM–7:00 PM or 11:00 PM–8:00 AM.
  • Each officer works approximately 24 hours per week with rotating schedules to ensure coverage.
Physical Demands and Working Conditions
  • Extended periods of walking or standing; occasional physical restraint, lifting, or redirection during emergencies.
  • Work in varied indoor/outdoor environments and weather conditions.
  • Operate within residential and clinical care settings, often involving high‑stress situations with behavioral health crises.
Qualifications
  • At least 1 year of experience in law enforcement, security, or behavioral health settings.
  • Prior experience in housing, shelter, or mental health programs preferred.
  • Experience coordinating emergency preparedness drills and meeting documentation standards.
  • Knowledge of Maryland Special Police authority, emergency response protocols, safety procedures, HIPAA, COMAR, and client rights.
  • Strong written communication and incident documentation skills.
  • Experience in crisis de‑escalation and trauma‑informed practices (CPI, TCI, or similar).
  • Ability to work cooperatively with clinical and operational teams.
  • Valid Maryland Special Police Officer Commission (active and in good standing). CPR/First Aid Certification or ability to obtain within 30 days of hire. Valid Maryland Security Officer and Handgun Permit (active and in good standing).
Education

High school diploma or GED (required).

Compensation and Benefits

Hourly wage $20.00 to $25.00 per hour, commensurate with experience and credentials.

Travel

Regular local travel required; patrol multiple office and residential locations during shifts.
