Job summary

The Delaware Department of Justice, Civil Rights & Public Trust Division, seeks a Special Investigator to conduct investigations involving civil rights violations, public corruption, official misconduct, and election-related offenses. Under the Chief Special Investigator, you will manage complex matters and coordinate with Deputy Attorneys General and federal, state, and local partners.

The role requires independent work, strong reporting, and the ability to testify in court.

Qualifications

  • Minimum five years law enforcement experience.
  • Ability to investigate complex cases independently or as part of a team.
  • Ability to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil and criminal complaints.
  • Strong written and verbal communication skills.
  • Current or recent POST certification.
  • Familiarity with Microsoft Office, DELJIS, NCIC, and LEISS.
  • Possession of a valid driver’s license.
  • Ability to qualify to carry a DOJ-issued firearm.
  • Willingness to travel and attend various training opportunities as needed.

Responsibilities

  • Conduct investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
  • Interviews witnesses, obtains evidence, attends court proceedings, and testifies when appropriate and provides overall vertical assistance to Deputy Attorney Generals on specific prosecutions or investigations.
  • Verifies claims of alleged or probable violations.
  • Examines various records and documents in order to ascertain relevant information.
  • Identifies, gathers, collects, evaluates and preserves evidence.
  • Makes judgments after evaluating all available facts and recommends appropriate action.
  • Interprets and applies applicable laws, rules, regulations, standards, policies, and procedures.
  • Prepares comprehensive and timely investigative reports; documenting interviews and other investigative efforts.
  • Testifies in criminal or civil courts, before a Grand Jury, or during an administrative hearing.
  • May conduct surveillance and undercover investigations.
  • Prepares criminal or civil cases for prosecution.
  • Ability to work independently or in a team to investigate and prosecute complex cases.
  • Maintains professional liaisons and strong lines of communication with other law enforcement partners.

Introduction

Delaware's Attorney General, the State's chief law enforcement officer, has a broad responsibility to combat crime, uphold civil rights, safeguard families, fight fraud, and protect consumers in the First State. In meeting this mission, Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal, Civil, Family, Fraud and Consumer Protection, and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion. Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.

Summary Statement

The Delaware Department of Justice, Civil Rights & Public Trust Division, is seeking a Special Investigator to conduct investigations involving civil rights violations, public corruption, official misconduct, election-related offenses, hate crimes, abuse of public office, and other matters affecting public confidence in government. Under the direct supervision of the Chief Special Investigator of the Civil Rights & Public Trust Division, this position is responsible for conducting investigations, ensuring the timely and effective progress of investigations, and independently managing complex investigative matters. The Special Investigator works collaboratively with Deputy Attorneys General, federal, state, and local law enforcement agencies, regulatory agencies, and governmental partners to advance the Division’s mission of protecting civil rights and maintaining integrity in public service.

Essential Functions

Job Requirements
  1. Minimum five years law enforcement experience.
  2. Ability to investigate complex and difficult cases both independently and as part of a team.
  3. Ability to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil and criminal complaints.
  4. Strong written and verbal communication skills.
  5. Current or recent Police Officers Standards Training ("POST") certification.
  6. Familiarity with Microsoft Office (Word, Excel, PowerPoint), DELJIS, NCIC, and LEISS.
  7. Possession of a valid driver’s license.
  8. Ability to qualify to carry a DOJ-issued firearm.
  9. Willingness to travel and attend various training opportunities as needed.
Conditions of Hire

Employment is contingent upon satisfactory background checks. Direct deposit of paychecks is required as a condition of hire. Applicants must be legally authorized to work in the United States. This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.
